The following information applies to new projects submitted after January 1, 2006 that require environmental review. The intent of this new process is to improve communication between the project applicant and County staff and to eliminate the repetitive review cycles that have typically occurred during the environmental review process. This new process is designed to inform the applicant about the technical studies required before an Environmental Questionnaire (EQ) is accepted for filing.
1. Applicant completes the Pre-development Meeting Request Form and submits it along with a detailed project description and conceptual site plan (12 copies) to the Planning Department. The site plan must be 8 ½" x 11" (or larger and folded to that size).
2. County schedules the pre-development meeting within 4-6 weeks of application submittal.
3. County will provide the applicant with "Detailed Checklists" of the technical information and special studies required to submit a complete Environmental Questionnaire (use the Environmental Questionnaire MLD for Minor Land Divisions). Supplemental Information will be provided describing the level of detail required for these special studies.
4. Applicant schedules a meeting with the project planner to review the Environmental Questionnaire for completeness prior to submittal to the Planning Department.
5. If the Environmental Questionnaire is complete, including all special studies required on the department checklists, the applicant submits application and pays submittal fee to the Planning Department.
6. Provided all required information is submitted and complete, the County will limit their review to a maximum of two review cycles. However, if clarification is determined necessary the County may request additional information/explanation related to these special studies.
