Notice of Public Meeting / Workshop on Potential New Regulations to Control Emissions of Particulate Matter

State law (SB 656) requires the Placer County Air Pollution Control District to adopt, by July 31, 2005, a schedule to implement appropriate control measures to reduce particulate matter (PM) pollution. The law also requires the District to first conduct a public workshop to solicit input on its selection and prioritization of PM control measures.

District staff has analyzed a list of potential measures that was adopted by the California Air Resources Board on November 19, 2004. In addition to measures that the District has already adopted or is already committed to, staff is proposing the following measures as the most cost-effective and feasible for implementation in Placer County:  
  • Control of emissions from residential wood burning fireplaces and wood burning heaters.
      
  • Control of chain-driven charbroiler operations. 

  • Require public and private sweeper fleet operators to operate less-polluting sweepers. 

  • Weed abatement activities to control fugitive dust. 

  • Limit PM emissions from Agriculture operations performed in high winds.

A staff report describing the potential control measures and proposed schedules for further analysis and adoption can be found at the  District’s website . Staff is soliciting public input on which measures should be included in the implementation schedule presented to the Air District Board for approval on June 9, 2005 .

Additional public workshops will be held to develop enforceable rules and regulations to implement each control measure. Please advise us if you want to be notified of these future meetings.
