Exceptions are the County Counsel, which is appointed by the Board of Supervisors, and the Personnel Director, appointed by the Civil Service Commission.

Six elected officials are chosen by and report to the voters: Assessor, Auditor-Controller, County Clerk-Recorder-Registrar, District Attorney, Sheriff-Coroner-Marshal, and Treasurer-Tax Collector.

The CEO and his staff advise the Board on county fiscal, operations and staffing matters. They also assure Board of Supervisors policies and directives are carried out, and they prepare the annual county budget for Board review and approval
