Local Hazard Mitigation Plan

According to a federal law enacted in 2000, counties around the United States were required to complete a “local hazard mitigation plan (LHMP)” every five years if they want to remain eligible for future federal disaster mitigation funding. Therefore, after an intense 18 month planning effort, Placer County’s initial Local Hazard Mitigation Plan was completed and adopted by the Board of Supervisors in April, 2005. After securing Federal Emergency Management Agency (FEMA) grant funding in early 2007, the Placer County Office of Emergency Services used the funds to support the work of a Hazard Mitigation Planning Committee (HMPC) whose task it was to update the 2005 plan. The Committee comprised representatives of various County agencies, the cities of Auburn, Colfax, Lincoln, Loomis and Rocklin and numerous special districts. The City of Roseville is completing its own LHMP and was not involved in this process.

In December 2009, the final draft of the updated LHMP was completed and submitted to the California Emergency Management Agency (Cal EMA). In accordance with program requirements, once Cal EMA completed its review, the plan was forwarded to FEMA which granted conditional approval in April of this year. Final FEMA approval will only be granted after formal adoption of the plan by the Placer County Board of Supervisors. The Board met on July 13, 2010, where the plan was presented and approved. When it receives the Board’s resolution adopting the plan, FEMA will grant final approval of the updated LHMP. Governing Councils/Boards of all other participating jurisdictions are also required to adopt that section of the LHMP specific to each jurisdiction (as indicated below).

The plan helps reduce damages from natural emergencies such as floods, wildfires and severe winter storms by defining the kinds of hazards and emergencies that are not only possible, but also most probable, and the history of where and when they have happened. Wherever possible, the plan identifies steps that help avoid, reduce, alleviate, or mitigate disaster damages. Another benefit of these mitigation measures is that they can also help lessen the cost of flood insurance in Placer County. FEMA did provide significant funding for recovery in Placer County following the severe flooding that occurred in 1995 and 1997.

A printed copy of the plan is available beginning July 16, 2010 at each county and city public library for public review.
