The Placer County Board of Supervisors established the Community Development Resource Agency (CDRA) as an umbrella agency to include the land development departments of Planning, Building, and Engineering and Surveying. The Board's goal, and the Agency's charter, is to provide high-quality, consistent, and prompt land-development services in the County's unincorporated area for residents and developers.
The CDRA will focus on continued improvement in the permit and application review processes, coordination among all County land-use departments and divisions, and overall customer service. Offices are located at 3091 County Center Drive, at the corner of Bell Road and Richardson Drive in the north Auburn area.
Michael J. Johnson, Agency Director, is responsible for planning and directing all operations of the County's land development activities, including oversight of the Planning Services Division, the Building Division, the Engineering and Surveying Department, and the County's Code Enforcement team. Through the Agency staff, Michael is responsible for the County's General Plan and various Community Plans; the administration of the Subdivision, Zoning and Grading Ordinances; and the County's agricultural/land conservation programs. In addition to his role as Agency Director, Michael also serves as the County's Planning Director. The Assistant CDRA Director is Loren Clark.

Checks plans for land development projects and some County and utility construction projects; performs surveying and reviews final maps; inspects construction at private land development and County projects; conducts environmental review and conditioning for discretionary permits; processes grading permits; investigates grading complaints; and assigns road names and address numbers.
