An Environmental Impact Report (EIR) provides the general public, state, and local agencies with detailed information of the potentially significant environmental effects of a proposed project and lists ways to minimize significant environmental effects, including an analysis of alternatives to the proposed project. This report, required by the California Environmental Quality Act (CEQA), assists the decision-makers to make an informed judgment on the merits of a project.
