Housing Element

The Placer County Housing Element was prepared by a collaboration of County departments and Mintier & Associates, a planning consultant. The Housing Element provides goals, polices, and implementation programs for the planning and development of housing throughout unincorporated Placer County. Elements are updated every five years. Pursuant to the requirements of State law, the Housing Element is the only element that has a mandatory update requirement.

On August 5, 2008, the Placer County Board of Supervisors approved the Draft Housing Element and authorized Staff to submit it to the State Department of Housing and Community Development (HCD) for its 60-day initial review.

Staff Report

HCD issued a letter requesting additional information, analysis and revisions to the Draft Housing Element on October 10, 2008.

HCD Comment Letter

HCD generally commended the County on its draft element, but requested further clarification on a number of issues. The State did not require new policies or programs or ask for substantial changes to the proposed policies and programs. The County submitted a written response to HCD’s comments on December 22, 2008. Based upon discussions with HCD after their preliminary review of the response and proposed changes to the draft Housing Element, the County revised the December document. HCD’s official response to the December submission was issued on February 19, 2009. Through discussions and submissions to HCD, Staff revised programs and policies pursuant to the State’s additional comments.

On March 5, the County’s Housing Element consultant contacted staff and indicated HCD staff would be forwarding a letter to the County stating the revised draft Housing Element is in substantial compliance with State law if substantial changes are not made to the document during the County’s approval process.

The Housing Element Initial Study/Negative Declaration  has been completed.

Housing Element Adoption

On March 26, 2009, a public workshop was conducted by the Planning Commission. No public comments were received. At a public hearing was held on April 9, 2009 during which no member of the public testified or submitted written comments, the Planning Commission unanimously adopted a motion to recommend the Board of Supervisors adopt the Draft Housing Element Update.

The Board of Supervisors on May 12, 2009 approved the Negative Declaration prepared for this project and adopted the resolution amending Section 2, Housing, of the Placer County General Plan, approving the 2008 Placer County Housing Element Update.

The Housing Element provides goals, policies, and implementation programs for the planning and development of housing throughout unincorporated Placer County. The amendments consist of updates to the County’s housing inventory and modifications to goals, policies and implementation programs in compliance with current State law and County housing trends and needs. A Negative Declaration was prepared and circulated consistent with the requirements of the California Environmental Quality Act.

HCD Final Review

After adoption, Placer County submitted its Final Housing Element to HCD for review. HCD has 90 days in which to report its final written findings to the County, stating whether the Housing Element as adopted complies or does not comply with state requirements.

HCD Certification

On June 10, 2009, the California Department of Housing and Community Development has determined that Placer County’s Housing Element to be in compliance with state law. The Housing Element contains programs that provide Placer County with a framework to address our existing and projected housing needs. A housing element in compliance with state law also provides an advantage in competing for regional and state grant funds.
