Reserve Map FAQs 

The three PCCP Draft Reserve Maps, including the most recent map, has resulted from discussions between the County of Placer and the City of Lincoln staff and elected officials.

The first map is from a Board of Supervisors hearing in January of 2007 (
PDF 107kb) and served as the foundation for the initial discussions with the City of Lincoln. The second map is from a Board of Supervisors meeting September of 2008 (PDF 217kb) and was part of a report from Supervisors Weygandt (District 2) and Uhler (District 4) to the balance of the Board. Supervisors Weygandt and Uhler both serve on an “Ad Hoc Committee” with two Council Members from the City of Lincoln. This map also represented consensus with the City of Lincoln at that time. This map was notably different than the January 2007 map in that it included a large (20,000+ acres) Development Transition Area within which standards would be developed to identify, at a future date, where conservation could occur and where development was possible. 

The PCCP final draft map that was presented to the Board of Supervisors as an information item on the September 8, 2009 Board Meeting August 2009 (
PDF176 kb).  This map is a result of input obtained from numerous public, agency and Ad Hoc meetings and has been developed to ensure that the conservation strategy.  The purpose of various maps throughout the PCCP process has been to discuss which parcels within the County could potentially be within specified areas (growth and reserve).  As the map was never intended to identify individual parcels, it was a desire to simplify the map to create a potential reserve area within which a completed reserve system would eventually occur. The parcel based map was revised and approved by the Board of Supervisors at their November 3rd hearing. Following this action the map was revised further to create a map that presents more of a concept to assemble a reserve system within the Reserve Acquisition Area. This map was called the Ad Hoc Committee Recommended Alternative (10-20-09) Map.  As indicated the new map is not as precise and allows some variation in potential reserves due to habitat distribution throughout the County (habitat types do not stop at a parcel line within the landscape).   What this means is that some areas may not be acquired that are within the Reserve Acquisition Area and other areas may be acquired if they are in prime locations within or adjacent to the reserve system due to habitat value and the availability of willing sellers.

This map was further modified at the Board of Supervisors hearing on January 12, 2010, to include a portion of District 5 (Jennifer Montgomery).  This was revised to reflect the valuable habitat present in this area and the desire of District 5 constituents to be covered under the PCCP.

The new map has four identified areas, yellow, gray and light and dark green. The yellow represents the area  where growth will occur. The gray area represents areas that will not be covered by the proposed PCCP (non-participants).  The dark green represents the area within which the reserve system will be built through a willing seller program and the light green indicates existing areas that are in permanent conservation.  The Development Transition Area (DTA) that was identified in prior maps has been eliminated and incorporated into the growth and reserve areas.

The following maps have been created to assist in the development of the various elements of the PCCP and include information relating to land cover type, biological resources, watersheds and other pertinent areas that are essential in creating a comprehensive plan.
