Project Description
To comply with an enforcement order from the Central Valley
Regional Water Quality Control Board, Placer County will be
installing a pump station and pipeline to convey Applegate’s
wastewater to the existing sewer collection system for treatment at
the SMD 1 Wastewater Treatment Plant (WWTP) in North Auburn and,
ultimately, decommissioning the treatment ponds at the Applegate
WWTP.
Project Location
The new pump station will be
constructed on Applegate Road near Merry Lane. The pipeline will
run approximately 5.5 miles from the new pump station in Applegate,
along Applegate Road, Placer Hills Road, Sugar Pine Road, and
Winchester Club Drive where it will connect to the existing
collection system between Deer Run and Lodge View Drive.
What to Expect

Large trucks and trenching equipment in roadways (traffic
control will be implemented; delays are possible).

Construction hours from 7:00 am to 6:00 pm, weekdays (possible
weekend or night work).

Minimal impacts to driveway access and sewer service (no
impacts to private septic systems).

Prior notification regarding changes to work hours, sewer
service impacts, or private property access.

Clipper Gap Road Park & Ride will be inaccessible during
part of the project; signs will be posted in advance.

Project Funding
The $7.67M project is funded, in
part, by a $2.1M grant from the Environmental Protection Agency.
The Placer County General Fund has paid $975,000 and approximately
$4.6M of the total Project cost is a loan from the Solid Waste
Management Enterprise Fund. It is not anticipated that the
Applegate CSA [County Service Area] will generate sufficient
revenues during the proposed loan term to repay the annual
interest; therefore, the repayment obligation will likely fall to
the County General Fund.

along Placer Hills Road, west of I-80, to connection in
Winchester.
· Mid-August 2012 - Mid-November 2012: Underground
crossing of I-80 (details on impacts to Clipper Gap Park & Ride
below in January Update)
· July 2012 - March 2013: Construction of pump
station
· Early September 2012 - December 2012: Pipeline
construction from pump station site to east side of I-80
· Mid-April 2013 - Anticipated construction

road that were impacted as part of the Project.

Asphalt paving on Applegate Road will be completed by March
5th, and sealing and striping applications to the road
are anticipated for later in the month.

& Ride, will take place when temperatures rise and provide

section, on both the east and west side of I-80, is anticipated to
take place in early January.

open trenching activity.

Installation of the forcemain and paving, west of I-80 to
Winchester, is complete.
Installation of the forcemain along Applegate Road, between the
new lift station at Merry Lane and the Clipper Gap Park & Ride,
will continue through November and into the first weeks of
December.
Boring under I-80 is taking longer than originally anticipated by
the contractor and is expected to be complete by mid-November.
Construction of the pump station, described in the September
update, will continue this month.

Installation of the forcemain along Applegate Road, between the new
lift station at Merry Lane and the Clipper Gap Park & Ride,
will continue over the next couple months. Work will include saw
cutting and pipe installation.
NOTE: THERE WILL BE A TOTAL ROAD CLOSURE IN AT LEAST ONE
LOCATION THIS MONTH ON APPLEGATE ROAD WHEN THE PROJECT GOES UNDER
THE RAILROAD BRIDGE; MORE DETAILS HERE AS THEY ARE KNOWN.
Boring under I-80 expected to be complete early this month, with
connection to pipeline on Placer Hills Road.
Paving will be complete over all newly installed pipelines from
west side of I-80 to future connection point in Winchester by late
October.
Construction of the pump station, described in the September
update, will continue this month.

Paving over the new forcemain from the west side of I-80 to
Winchester will be completed in mid-September.
Forcemain construction on Winchester Club Drive is anticipated to
be completed in September. Work will include saw cutting and pipe
installation; placement of Air Release Valves (ARV), Blow Off
Valves (BOV), and repaving will begin in October.
Installation of the forcemain along Applegate Road, between the new
lift station at Merry Lane and the Clipper Gap Park & Ride,
will begin on September 24th. Work will include saw cutting and
pipe installation.
NOTE: THERE WILL BE A TOTAL ROAD CLOSURE IN AT LEAST ONE
LOCATION ON APPLEGATE ROAD WHEN THE PROJECT GOES UNDER THE RAILROAD
BRIDGE; MORE DETAILS HERE AS THEY ARE KNOWN.
Boring under I-80 will continue through September and into the
first week of October. There are no anticipated traffic impacts to
I-80, but the Clipper Gap Park & Ride will be closed at this
time.
Pump station construction activities this month include
installation of a water well. Future construction includes
completion of Wet Well installation, setting Emergency Storage
Tank, preparing the site for the construction of the
Chemical/Electrical Building, and installation of a Septic
Tank.

August 2012
Contractor will continue to trench, install sewer pipe, backfill
and apply temporary paving on Placer Hills Road, from I-80 into
Winchester, and along Winchester Club Drive. Saw cutting will also
begin along Applegate Road from the Pump Station site at Merry Lane
to the Clipper Gap Park & Ride bore site.
The contractor anticipates beginning boring under I-80 the week of
August 19 and continuing through mid-September. The Clipper Gap
Park & Ride will be closed during this time. Traffic on I-80
will not be affected.
Site preparation for the construction of the pump station at Merry
Lane and Applegate Road will continue through mid-August.
Construction of the pump station is anticipated to begin
mid-August.

Construction activities in July will include saw cutting,
trenching, sewer pipe installation and temporary paving between
I-80 and Sugar Pine Road along Placer Hills Road.
Site preparation for the construction of the pump station at Merry
Lane and Applegate Road will begin in mid/late

Beginning in mid-June, construction crews will
begin locating utilities in the roadway by potholing (digging small
holes in the road) along Placer Hills Road between I-80 and Sugar
Pine Road, as well as saw cutting the roadway to prepare for
trenching activities expected to begin in July.

Placer County issued the Notice to T&S
Construction Co., Inc. of Sacramento, CA on May 7, 2012. Upon
contractor's completion of required paperwork and materials
delivery, construction is expected to begin in late May. More
detail regarding work schedule and locations will be posted here as
it becomes available.
