$3,670 - $4,461 Monthly plus Benefits*

Wastewater Plant Operator Grade III:
$4,151 - $5,046 Monthly plus Benefits*
($23.95 Hourly for Extra Help/Temporary)

*Grade II applicants demonstrating possession of a Wastewater Treatment Plant Operator certificate of Grade III or higher OR Grade III applicants demonstrating possession of a Wastewater Treatment Plant Operator certificate of Grade IV or higher are eligible to receive an additional 5% incentive pay.
 
Placer County will pay a one-time bonus of $500.00 for acquiring a Water Distribution Operator’s Certificate (D-1 Grade), if eligible.

In order to be considered for a Wastewater Plant Operator Grade II/III position, you must complete and submit the County application form and the attached supplemental questionnaire.

To operate wastewater treatment plants in accordance with Federal and State regulations; to make minor repairs to plant facilities and equipment; and to perform grounds and building maintenance.

Wastewater Plant Operator Grade II This is the entry-level class in the Wastewater Plant Operator series.  This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  Employees may have only limited or no directly related work experience and work under immediate supervision while learning job tasks. 
Wastewater Plant Operator Grade IIIThis is the full journey level class within the Wastewater Plant Operator series.  This class is distinguished from the Wastewater Plant Operator Grade II by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level. This class is distinguished from the Supervising Wastewater Plant Operator in that the latter performs treatment plant operation and maintenance activities of a complex and difficult nature and exercises supervision over assigned maintenance and technical personnel.

  Minimum Qualifications

It is the applicant’s responsibility to identify in their application materials how they meet the MINIMUM QUALIFICATIONS listed below.

 

Wastewater Plant Operator Grade II
Experience: Two years of experience in a wastewater treatment plant and work involving general mechanical repairs to pumps and motors.
Training: Equivalent to the completion of the twelfth grade.
License or Certificate: Possession of a valid certificate as a Wastewater Treatment Plant Operator - Grade II, as issued by the California State Water Resources Control Board. Possession of a certificate of training in use of self-contained breathing apparatus, to be obtained within three months of employment. Possession of a valid driver's license. Possession of a valid certificate as a Water Treatment Plant Operator, Grade I as issued by the California Department of Health Services, to be obtained within twelve months of employment. Some positions may require possession of a valid Class B driver's license with air brake, tanker and hazardous materials endorsements.  Proof of adequate vehicle insurance and medical clearance may also be required.
Wastewater Plant Operator Grade III
Experience: Two years of responsible wastewater treatment plant operation experience performing duties similar to a Wastewater Plant Operator - Grade II with PlacerCounty.
Training:
Equivalent to the completion of the twelfth grade.

 

License or Certificate: Possession of a valid certificate as a Wastewater Treatment Plant Operator, Grade III as issued by the California State Water Resources Control Board. Possession of a valid certificate as a Water Treatment Plant Operator, Grade II, as issued by the California Department of Health Services, to be obtained within twelve months of employment. Possession of a certificate of training in the use of self-contained breathing apparatus to be obtained within three months of appointment. Possession of a valid driver's license. Some positions may require possession of a valid Class B driver's license with air brake, tanker and hazardous materials endorsements. Examination Process

TRAINING & EXPERIENCE RATING – 100%
Based upon responses to the attached supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine the applicant ranking and placement on the eligible list.

Wastewater Plant Operator Grade II Basic laboratory techniques and apparatus used in making standard tests. Principles and practices of the operation of wastewater treatment plants and routine maintenance of pumps, valves, electric motors, generators and various filters. Arithmetic and basic mathematical calculations. Modern office procedures, methods and computer equipment.  Principles and practices of work safety.
Wastewater Plant Operator Grade III
In addition to the qualifications for Wastewater Plant Operator Grade II:
Principles and practices of wastewater treatment processes. Methods, materials, tools and equipment used in wastewater treatment plant operation and maintenance. Applicable Federal and State standards and regulations relative to water and wastewater treatment plant operation. Practices and procedures related to water and wastewater treatment plant operation and maintenance.

Ability to

Wastewater Plant Operator Grade II Read and interpret schematics, plant diagrams, equipment specifications and operations and technical manuals. Act quickly and calmly in emergency situations. Obtain information through interviews and dialogue; and deal fairly and courteously with the public. Analyze situations quickly and objectively, and determine proper course of action. Work night or holiday shifts; and be subject to emergency stand-by and call-out. Use a computer, calculator, telephone and photocopy machine. Use a backhoe, tractor, dump truck, light truck and hand and power tools. Understand and follow written and oral instructions. Establish and maintain effective working relationships with those contacted in the course of work. Work with various cultural and ethnic groups in a tactful and effective manner. On a continuous basis, know and understand operations and observe safety rules.  Intermittently analyze problem treatment processes and/or equipment; identify process and equipment issues; interpret work orders; remember equipment and tool location; and explain process or equipment issues to others. Intermittently, sit while reading work orders or instructions/ specifications and completing forms or reports; stand, bend, squat, climb, kneel, twist and reach when monitoring equipment or processes, taking samples, conducting laboratory tests or performing equipment maintenance and repair; perform simple and power grasping, pushing, pulling and fine manipulation; visually differentiate between colors used for chemical coding; distinguish color changes; see and hear equipment operation and various alarms/warning systems; and lift very heavy weight.
Wastewater Plant Operator Grade III
In addition to the qualifications for Wastewater Plant Operator Grade II:
Independently operate and monitor the operation of wastewater treatment plant equipment and processes; and make adjustments as necessary within prescribed procedures and criteria. Independently perform routine maintenance and repair of plant equipment. Independently perform laboratory tests.

Modified Agency Shop

 

All new permanent employees, with the exception of law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

Substitute Lists

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you are contacted for an interview by a County department, you will be informed of the classification and other relevant information. If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.

Employees of Other Public Agencies

Placer County now offers an expedited process for qualifying certain applicants for interviews. Candidates currently employed, or employed within the last year, by a public agency operating under a personnel civil service or merit system may be eligible to be placed on a Public Agency Eligible List and certified as eligible for appointment to a similar job assignment without going through the examination process.
