Natural and Beneficial Functions
Flood plains are areas adjacent to rivers, ponds, and lakes that are periodically flooded at different points in time. These floodplains are hydrologically important, environmentally sensitive, and ecologically productive areas that perform many natural functions. Flooding occurs naturally along every river and the floodwaters can carry nutrient-rich sediments which contribute to a fertile environment for vegetation. Floodplains are beneficial for wildlife by creating a variety of habitats for fish and other animals. In addition, floodplains are important for storm water storage and conveyance, protection of water quality, and recharge of groundwater. Thus is it important to keep these areas protected and undisturbed to maintain the natural and beneficial function and limit the possibility of structural flood damage. | |

Water Quality
Storm water runoff is carried to our creeks, streams, rivers, ponds and lakes through natural and man-made conveyance systems. This stormwater runoff is not treated to remove any pollutants, so it is very important to prevent such materials from coming into contact with runoff. Dumping wastes into storm drains, waterways, or other natural areas directly impacts our environment. Oil, anti-freeze, paint, fertilizer and pesticides pollute the water, destroy plants, and endanger wildlife. Waste materials can also clog drainage systems that may cause or worsen flooding. |
The Cities of Roseville, Rocklin, Lincoln and Auburn, the Town of Loomis, and multiple areas of unincorporated Placer County are permitted under the National Pollutant Discharge Elimination System (NPDES) for stormwater discharges. Each permitted jurisdiction is responsible for implementing programs for the protection of stormwater quality, to prevent pollution of lakes, rivers, creeks, and other water bodies.
