Kings Beach Commercial Core Improvement Update

Design and right-of-way acquisition progress on the Kings Beach Commercial Core Improvement Project (KBCCIP) has continued through summer 2012 with anticipation to begin roadway construction in 2013. The critical path to maintain the schedule for beginning construction next year will be to ensure all needed ROW for the project is acquired and the budget for construction is fully funded. The decision on beginning construction next year will be announced as soon as possible but no later than the end of 2012. Notable recent progress to date includes the following activities. The Placer County Department of Public Works (DPW) just retained the consultant CH2M Hill for construction management to assist in the finalization of the construction bid documents, project schedule, and input on logistics to lessen impacts to businesses during construction including making sure Kings Beach properties are accessible.

• DPW has prepared and submitted 95 percent plans to the agencies and will be incorporating their comments shortly. Our construction management firm (CH2M Hill) will be preparing a constructability review based on lessons learned from Tahoe City.


• DPW is in the process of securing the needed easements to build the project. Offers have been made to all owners where permanent right-of-ways or construction easements are needed.


• Utility relocation is progressing, and we are working with the utility companies to move their facilities out of our way. Construction activities this fall include a sewer line upgrade project being performed by the North Tahoe Public Utility District that will eliminate underground conflicts with the KBCCIP. In addition, we anticipate that AT&T will initiate relocate utility relocation efforts this fall.


• On September 25, the Placer County Board of Supervisors (BOS) approved a construction contract change order for permanent traffic calming speed humps and associated signage to be installed on the fish and mammal residential streets.


• On September 11, the BOS approved a notice of intent to initiate proceedings to consider formation of Kings Beach Benefit Assessment District No. 1 which if ultimately approved by the BOS (partially based on District property owner voting tabulation), would include the levy of annual assessments to fund the maintenance of future streetscaping improvements within the proposed District boundaries. At least two additional BOS meetings will occur related to District formation, one on October 23 at Sugar Bowl Resort, and one in 2013. It is important to note that if approved, no assessments would occur until after all streetscaping improvements are installed. • Once DPW is more certain of the project schedule for next year, they will consider holding a public meeting to present schedule and construction logistics information, and also show the community the results of their input on streetscape aesthetics in which some of these improvement can already be observed at the northeast corner of Coon Street and North Lake Boulevard (sidewalks constructed as part of the Domus project).
