Following this page of introduction is the Final Report for the Southeast Placer Transportation Study (2.68 Mb). (Requires Adobe Acrobat Reader to view and print).The Study examined future travel demand and transportation needs in the area of Placer County east of I-80 and south of the City of Auburn. The purpose of the study is to provide the technical analysis necessary to amend the Transportation Elements of the Horseshoe Bar/Penryn and Granite Bay Community Plans. The objectives of the study were threefold:

First, the study identifies long-range transportation needs - roadways, signals, bike lanes- necessary to support traffic loads projected in 20 years. This component of the study focused on the increase in through traffic through the Granite Bay Community and on the need for the Rocklin Road Extension.

Second, the study examines the County's roadway standards. The intent of this aspect of the study was to examine our residential street standards to determine appropriate widths, to determine appropriate lane and shoulder width on rural roadways and to compare our roadway standards to those of abutting jurisdictions.

Finally, the study provides the County with a catalog of traffic calming strategies aimed at addressing neighborhood traffic complaints- usually related to speeding and through traffic. Included are case studies for Eureka Road and Elmhurst Drive.

This study process was presented to the Board of Supervisors on December 5th. The Board directed staff to:

1. Proceed with amendment of the Circulation Elements of the Community Plans based on the recommendations of the Study. This will involve appropriate environmental documentation, text changes, capital improvement plan and financing plan.
2. Direct staff to proceed with plans to widen Auburn-Folsom Road to four lanes from the Sacramento County line to just north of Douglas Boulevard. This widening is currently included in the Community Plan, its need is reinforced by this Study and current traffic volumes warrant the widening.
3. Develop alternative approaches for implementing a Neighborhood Traffic Management Program.
4. Direct staff to work with residents of Eureka Road to evaluate traffic needs and solutions.
5. Perform technical evaluation of Folsom Lake Estates traffic characteristics on behalf of FLE Homeowners Association in their quest to gate the subdivision or alternatively reduce through traffic.
6. Include an assessment of pedestrian needs in the roadways standards evaluation, especially on rural roads.
