Countywide Traffic Impact Fee Program

In April 1996, the Placer County Board of Supervisors adopted the Countywide Traffic Impact Fee Program, requiring new development within the County to mitigate impacts to the roadway system by paying traffic impact fees. The fees collected through this program, in addition to other funding sources, make it possible for the County to construct roads and other transportation facilities and improvements needed to accommodate new development.

For purposes of assessing and collecting fees, unincorporated Placer County is divided into eleven (11) benefit districts as shown generally on Map A. The fees collected through the Traffic Fee Program in each benefit district are used only for road improvements within that district.


Fees are imposed on a new development based on its Dwelling Unit Equivalent (DUE). DUE is a term used to compare the traffic generated by various land uses to that of a single-family residential dwelling unit. The DUE factor for a particular land use category takes into account the number of trips made within the afternoon peak hour, the average length of each trip in miles, and the percentage of new trips resulting from that land use. Trip generation rates for various land use categories are provided by the Institute of Transportation Engineers (ITE) “Trip Generation Manual”, 7th Edition.

DUEs are expressed in terms of units of development. For example, residential land uses are typically stated in terms of DUEs per dwelling unit. So, the DUE for a single-family residence would be equal to one (1) since the single-family residence is the standard. Non-residential uses are typically expressed in terms of DUEs per 1,000 square feet of building construction. For example, a 2,000 square foot office building would have a DUE of about 7.9, or 7.9 times that of a single-family residence.
