IHSS Public Authority

What is the Placer County IHSS Public Authority?

In March of 2002, the Placer County Board of Supervisors established the In-Home Supportive Services (IHSS) Public Authority. The IHSS Public Authority is a unit within the Department of Health and Human Services, Adult System of Care.

The mission of the Public Authority is to enhance the availability and quality of IHSS; to give consumers and providers a voice in the IHSS and Public Authority programs, through the IHSS Advisory Committee; to provide consumers with access to IHSS providers who meet consumer’s service needs; and, to provide services that support a positive and productive relationship between the consumer and provider.

How to Apply for IHSS?

If you are a senior or a person with a disability in Placer County, we can help! In-Home Supportive Services (IHSS) is a county-administered program that pays homecare workers (providers) to perform household tasks, such as cooking, shopping and housecleaning and personal care, such as help with bathing and getting dressed. This program is designed for low-income seniors and persons with disabilities who need assistance to remain safely in their own homes with independence and dignity. Residents of Placer County can call ACCESS at 916-787-8860 to see if they meet the income and disability requirements and to apply for IHSS.

The Public Authority is a free service designed to assist both the IHSS consumer and the provider. One of the ways this assistance is provided is through the operation of a Registry of providers. The Registry recruits providers; and providers complete an application process. THIS IS AN OPEN ENROLLMENT, APPLICATIONS ARE ALWAYS ACCEPTED. Once the provider has completed the application process, the provider will be included on lists of providers sent to consumers in need of assistance. The consumer calls providers from the list to discuss the job and set up and interview. The IHSS consumer hires and supervises the provider.
