CHILDREN'S SYSTEM OF CARE
  Vision/Mission Statement and Guiding Principles






Placer Counties Children’s System of Care (CSOC), operation, administration, governance and service delivery are unique in California. Under the direction of the County’s Health and Human Services Department, CSOC delivers a full, integrated continuum of child social services to Placer families.

Placer’s integrated CSOC for public sector children and families was developed out of 17 years of interagency collaboration. The County’s “no wrong door” approach targets Children, Adults and Families experiencing complex inter-related combinations of needs that require services spanning multiple disciplines and agencies. 

                   VISION:   All children, adults and families in Placer County will be self-sufficient in keeping
                                    themselves, their children, and their families SAFE, HEALTHY, AT HOME,
                                    IN SCHOOL/EMPLOYED, OUT OF TROUBLE, AND ECONOMICALLY STABLE.


                MISSION:  The SMART Policy Team shall ensure that all public programs for children and families
                                   will provide services in a comprehensive and integrated manner, regardless of the
                                   agency door by which families enter.

GUIDING PRINCIPLES:

        A.  To promote and provide services, which are outcome-focused, family -centered, comprehensive, and integrated
             to the extent possible by a single service plan, which encourages and directs families to use their own natural
             resources to resolve problems.

        B.  To identify, develop and maintain service systems consistent with public/private, community-based, school-
             linked and family partnerships, which can intervene early or prevent problems with at-risk children and families.

        C.  To provide services to children and families in the least restrictive and intrusive settings appropriate to meet
              the identified needs.

        D.  To identify, develop, and monitor coordinated policies, procedures and resources for the benefit of at-risk
             children and families and to hold member agencies and their staffs accountable in these efforts.

        E.  To promote and maintain quality services which are cost effective and appropriate through the use of a unified
             service record, universal intake, service authorization/re-authorization, utilization and outcomes evaluation.

        F.  To provide on-going support and direction to each member agency and their staff in providing services and 
             resources for at-risk children and families consistent with the SMART Vision, Mission and Principles.

        G.  To promote reinvestment of any fiscal savings into identified gaps in services, early intervention and
             prevention programs.

        H.  To ensure the appropriate utilization of treatment and rehabilitation services for children and families in
             conjunction with appropriate court sanctions while ensuring the safety of the community and public at large.
