Housing Program

Placer County Environmental Health enforces the California Health and Safety Code State Housing Law and the County Housing and Dangerous Building Code Enforcement Program.

This program involves the interpretation and enforcement of several separate but related codes and statutes, such as the Uniform Housing, Uniform Plumbing, and Uniform Building Codes. The program is complaint driven, with first priority given to those situations that involve immediate or imminent physical threats to public health and safety. 

These are issues that are not being properly addressed by a landlord or owner, such as exposure to sewage, contaminated water supplies or other unsanitary conditions, and potential bodily injury due to substandard construction or structural defects. The intent of the program is to focus primarily on hazardous conditions present in residential rental properties, however problems involving commercial and owner-occupied properties may sometimes be addressed.

Specific hazards that may be addressed include:

  • Sewage backup into buildings
  • Severely dilapidated structures
  • Unsanitary conditions (vermin infestation, solid waste accumulation)
  • Unsafe water supply
  • Inadequate structural maintenance

Conditions that would NOT be addressed include:

  • Landlord/Tenant or Tenant/Tenant disputes of a civil nature (i.e.: non-payment of rent, breach of contract etc ...)
  • Noise complaints
  • Unsightly appearance (weathered paint, worn carpets, holes in screens etc ...)
  • Non-structural/sanitation complaints for Section 8 Housing

It is important to have the address and parcel number if possible of the location of concern.
