Hazardous Materials Business Plans

Hazardous Materials Business Plans (HMBP's) exist, in order to provide the public, local emergency responding agencies, and local government agencies, information regarding potentially hazardous chemical situations in the community. The program known as "Community Right-to-Know" has both Federal and State elements, and is coordinated through the California Emergency Management Agency (EMA)

Placer County Environmental Health (PCEH) is charged with providing local support to the community and businesses alike, as a resource to learning about "Community Right-to-Know laws and requirements. PCEH does this through it's involvement as the local Certified Unified Program Agency (CUPA). Please note, however, that PCEH provides CUPA support to all of Placer County, with the exception of The City of Rosville, CUPA Program. The City of Roseville is a separate CUPA, and businesses within the Roseville City Limits are required to go through them.

Hazardous Materials Business Plans (HMBP's) are required (if criteria is met) in order to aid in Emergency Planning, Emergency Release Notification, Chemical Storage Reporting, and Toxic Chemical Release Inventory reporting. The criteria that defines the program is known as Threshold Quantities. If a business falls within ANY of these Threshold Quantities, they are required to submit a Hazardous Materials Business Plan.

Threshold Quantities Requiring Submittal

Solids - 500 lbs. or more
Liquids - 55 gallons or more
Compressed Gasses - 200 Cubic Feet or more
Acutely Hazardous - The threshold quantity of any extremely hazardous substance, or radiological materials in
a quantity requiring federal emergency plan.
