Solid Waste
The Solid Waste Program in Placer County focuses on the handling and disposal of non-hazardous solid wastes, sometimes referred to as refuse, such as garbage and rubbish, including yard wastes, and construction and demolition debris. (Solid Waste does not include human sewage.)
Placer County Environmental Health Services has been certified by the Department of Resources Recycling and Recovery (CalRecycle) as the Local Enforcement Agency (LEA) to enforce state solid waste statutes and regulations. Additionally, the LEA enforces the Local Solid Waste Ordinance, general definitions.

The LEA’s primary focus is permitting, inspection and enforcement, at solid waste operations and facilities including: landfills/disposal sites (active and closed), transfer stations, Materials Recovery Facilities (MRFs), composting operations, and construction/demolition debris and inert material operations.
In addition, Placer County is contracted by El Dorado County to conduct certain LEA activities on El Dorado County’s behalf. These activities include permitting, inspection and enforcement at solid waste operations and facilities, both active and closed. If you have a concern regarding illegal dumping or hazardous wastes in El Dorado County, please contact the El Dorado County Department of Environmental Management.
