The Auditor-Controller is the chief accounting officer that oversees the financial operation of Placer County. The office is elected by voters to provide accounting, budgeting, and financial services to the public, county agencies, school districts, special districts and cities as defined under Government Code.
We maintain the financial integrity of the county by providing clear, accurate and responsive accounting and auditing services to county departments, special districts and the citizens of Placer County.
AUDITOR-CONTROLLER RECOGNIZED FOR EXCELLENCE IN FINANCIAL REPORTING
Placer County Auditor-Controller Andrew C. Sisk accepted an award Tuesday that recognizes his department for doing an excellent job performing one of its primary duties: preparing the county’s comprehensive annual financial report.
The Certificate of Achievement for Excellence in Financial Reporting was awarded to the Auditor-Controller’s Office by the Government Finance Officers Association. The office was honored for the financial report it prepared for the 2011-12 fiscal year.
Sisk received the award during a Board of Supervisors meeting September 24, 2013.
“I’m definitely proud to receive the award, but really my pride is with the staff,” Sisk said, identifying several staff members who helped prepare the report. “It really does touch every member of my department.”
He also acknowledged accountants in other departments who played important roles in preparing the report.
On hand to present the award was a representative of the association: Dixon Deputy City Manager Joan Michaels Aguilar. She noted that the Auditor-Controller’s Office has now received the Certificate of Achievement for 12 consecutive years.
“Such a record reflects the professionalism and commitment of numerous individuals, as well as many hours of hard work,” she told the board. “It also reflects a high degree of dedication and leadership on the part of the Placer County Board of Supervisors.”
The Certificate of Achievement is a premier benchmark for measuring excellence in government accounting and financial reporting. Annual reports are judged each year by an impartial panel that looks for a spirit of transparency and commitment to full disclosure.
The Board of Supervisors appointed Sisk to take over as Auditor-Controller last year after the retirement of his predecessor, Katherine Martinis. Sisk had served as Assistant Auditor-Controller for more than nine years.

Financial Accounting and Reporting
This Division is responsible for recording all transactions of County monies in the countywide financial system, for maintaining budgetary control of various funds, and for enforcing accounting policies and procedures as well as preparing financial statements and reports required by State law which include the annual audit, State report, final budget, and County-wide cost plan.

This Division conducts audits of County Departments, Special Districts, and Federal and State Grants. Audits of County Departments are conducted when mandated or requested by the Board of Supervisors, County Audit Committee or County Departments.

This Division provides payroll services for employees of both the County and certain Special Districts. Those services include producing biweekly paychecks, paying and recording all payroll liabilities, producing and submitting payroll data to third party benefit plan administrators, and preparing and filing State and Federal quarterly and annual payroll tax returns.

The Property Tax Division prepares the levy for all taxable properties in the County. To create this, we administer the tax rates for voter approved debt, multiply these rates times the assessed values and add any direct charges sent to us by taxing entities. This levy is used to create the tax bills mailed by the Tax Collector. The Division also distributes those taxes to cities, schools, special districts, and the County and processes corrections to the levies.
