Placer County Charter Information

The Charter is a governing document approved by voters in 1980 that guides the organizational structure, duties, and responsibilities of elected and appointed officials and provides flexibility in local decision-making. The Charter requires the formation of a Charter Review Committee every five years in order to review, evaluate, and make recommendations for amendments to or revisions of the Charter.

The 2012 Charter Review Committee is comprised of seven members; one per district appointed by each Supervisor and two at-large public representatives appointed by consensus of the Board. Topics for review by the Committee can come from the Board of Supervisors, other elected or appointed county officials, the Committee, the public, other agencies, or county employees. The Committee must hold at least two public hearings prior to making final recommendations to the Board of Supervisors.  The public is invited and encouraged to attend the hearings to provide input to the Committee on topics related to the Charter.  All committee meetings are subject to the Brown Act. Any proposed changes or additions to the Charter must be submitted to the voters of the County in the form of ballot measures for consideration.
