Allen Breuch has been appointed to the newly created position of Land Use Manager for the Tahoe office of the Community Development Resource Agency, Placer County Executive Officer Tom Millerannounced today. Breuch, a supervising planner who works out of the Tahoe Cityoffice, has been a county employee for nine years.
With his years of experience dealing with the complex development issues in the Tahoe Basin, Breuch will coordinate interaction between the county's development departments and the Tahoe Regional Planning Agency, the multi-jurisdictional agency that controls all development in the Tahoe Basin. His background will also enable Breuch to help bring consistency to the review of specific projects and the entire development process in the Tahoe Basin.
"We are fortunate to have someone with Allen's skills and experience move into this position," said Miller. "He has been a steward for the Tahoe environment in his knowledge and application of the development and environmental regulations that govern Lake Tahoe. He has also proven capable in handling many difficult and contentious issues in the Basin."
The new position is part of the Community Development Resource Agency (CDRA), a relatively new Placer Countyagency that coordinates all building and development activities under one department. Engineering and Surveying, Building and Planning all fall directly under CDRA. Public Works, Environmental Health, Redevelopment and other county departments work closely with CDRA as well.
In his former positions with the county, Breuch has had experience in planning, organization, and administration of the County’s land use plan, environmental review laws, applicable county zoning and subdivision regulations and applicable local ordinances, state and Federal statutes.
Placer
CountySupervisor Bruce Kranz, whose fifth district includes the Placer Countysection of Lake Tahoe, expressed pleasure at the appointment. "As difficult as it is to build in the Tahoe area, I am pleased that Allen can bring his experience to bear to smooth out the bumps in the road that seem to pop up whenever a project is proposed for Tahoe. Allen gets things done, but more importantly, he gets them done right."
Breuch has been actively involved with the TRPA Planning Commission and will continue to be involved in implementing the Agency's Pathways 2007 program. This program is a collaborative planning process to establish a plan for protecting the Tahoe environment for the next 20 years.
