Interim County Assessor to be Named Nov. 4

The Placer County Board of Supervisors will appoint a County Assessor to fill the vacancy for the unexpired term of Placer County Assessor Bruce Dear, who retired on Oct. 17, 2008.

The job is an interim appointment as the Office of the Placer County Assessor is an elective position.

The appointment process will take place at 9:30 a.m. during the Board’s public meeting on Tues., Nov. 4, at the County Administrative Center, 175 Fulweiler Avenue in Auburn. All application materials (excluding personal and private information) are public record and will be available upon request.

People who wished to be considered for this appointment must have submitted a completed Interim Appointment Application, supplemental questionnaire and resume to the Office of the Placer County Board of Supervisors, 175 Fulweiler Ave., Auburn, CA 95603 by October 15, 2008.

The County Assessor’s responsibility is to provide a variety of services including completing all statutorily-mandated property tax assessments as a means to fund government services and completing annual and supplemental assessment rolls for all property within the county subject to local assessment. The Assessor’s office also performs business property audits to ensure compliance and equalization of business property assessments and provides information for local government, property owners and the business community. The annual salary is $153,732 plus benefits.

State Revenue and Taxation Code Section 670 requires that a County Assessor hold a valid appraiser’s or advanced appraiser’s certificate issued by the State Board of Equalization (BOE). Section 673 of the Revenue and Taxation Code authorizes the State BOE to issue a temporary certificate for a period not to exceed one year for an individual elected or appointed to the office of assessor. Therefore, any appointee selected by the Board must either have a valid BOE certification, or in the case of an appointee without such certification, upon application to the BOE, that entity will issue a temporary certification for a period up to one year, to allow that individual to apply for and pass the appropriate examinations. Such temporary certificates cannot be renewed per BOE rules.

The term of office for the assessor’s position expires after the general election in November 2010. The Board of Supervisors will fill the vacancy for the unexpired term, therefore the appointee would hold office until Jan. 5, 2011, when a successor is elected and qualified by Placer County voters in the 2010 General Election.
