Meeting on Granite Bay Plan

Placer County will hold a public meeting to discuss an update to the Granite Bay Community Plan. At this meeting, scheduled for Wednesday, Feb 11, 2009, County staff will provide an overview of the plan’s update process. Input from residents and property owners about changes to the Plan will be solicited.

Updating of the plan, which was originally adopted in 1989, will provide the framework and vision for the long-term growth and development of Granite Bay. Since adoption, the Community Plan has undergone several minor revisions. The update will evaluate and determine if the 20-year-old Assumptions and General Community Plan Goals and Policies remain valid, and to determine what changes, if any, are needed.

The meeting will be held at the Lutheran Church of the Resurrection, 6365 Douglas Blvd., Granite Bay, at 7 p.m.

“I believe that the community plan should have input from the community it is designed to serve, said Placer County Supervisor Kirk Uhler, whose 4th District includes Granite Bay. “That is why I asked we send letters to every Granite Bay property owner to ensure they were aware of the process and of their opportunity to share their thoughts on the plan’s update.”

At the direction of the County Board of Supervisors, County staff is drafting an update to the plan. This public meeting will provide residents the opportunity to become informed about and have a voice in the update process. All property owners within the Plan’s boundary have been sent notification of the update and the first public meeting.

As the County undertakes the analysis of the Granite Bay Community Plan, the work program may include the following tasks:

  • Review existing conditions in the community as compared to those conditions when the Plan was originally prepared (i.e., population holding capacity, infrastructure, environmental conditions);
  • Revise Goals, Policies, and Programs in the Community Plan, where necessary, to address constraints and new opportunities;
  • Prepare an Environmental Impact Report to analyze the potential environmental impacts of any proposed changes under the revised plan; and,
  • Hold public hearings before the Planning Commission and Board of Supervisors

To assist residents in identifying land use and/or policy changes that may be incorporated in the Community Plan, online forms are available. The deadline to submit comments is June 30, 2009. Comments will then be tabulated and analyzed, and staff will respond to inquiries. After the comment period, staff will present the results to the Granite Bay Municipal Advisory Council. Recommendations will be forwarded to the Placer County Planning Commission and Board of Supervisors for consideration.

Any potential changes will be evaluated by using base criteria. These include: compatibility of land use; availability of services (water, sewer/septic); and environmental constraints on a property or in the surrounding area (stream corridors, steep slopes, oak woodlands). Additionally, any changes in the Community Plan cannot exceed the previously identified build-out capacity of 29,000 persons. Recommendations for other criteria for analysis of possible land use changes can be provided to county staff or brought to the community meeting.
