A regularly scheduled meeting of the Placer County Board of Supervised is set for Tues., July 12, 2011, at 9 AM, in the Board Chambers in the County Administrative Center, 175 Fulweiler Ave., Auburn.. Items on the Board’s agenda include:
1st Placer County Stand Down: Veterans Services Officer Rick Buckman will present the Supervisors with an update on the first Placer County Stand Down, which is a three-day event being organized to assist residents who are veterans or active-duty military personnel.
In times of war, a Stand Down is an opportunity for exhausted combat units to leave battlefields and stay in secure base camps while they take care of personal hygiene, get clean uniforms, enjoy warm meals, receive medical and dental care, receive and mail letters, and enjoy the camaraderie of friends. At the Placer County Stand Down, participants will be offered a broad range of assistance, including food, clothing, haircuts, health care services, benefits counseling, substance abuse assistance, job counseling and referrals, housing services and camaraderie.
The event’s primary goal is assisting homeless veterans and their families, but all veterans and active-duty personnel are invited. Experts estimate there are approximately 107,000 homeless veterans in the United States. The Placer County Stand Down is scheduled to be held Sept. 27-29 at the Placer County Fairgrounds in Roseville. The event is being sponsored by the Gold Country Chaplaincy.
In addition, the Board will present a resolution to Gold County Chaplaincy in support of the Stand Down.
Annual Report from the Placer County Audit Committee: The Board will receive an annual report from the Committee, which was created in 2008 to assist in the Board’s financial oversight responsibilities. The Committee monitors the financial reporting process, reviews the overall systems of internal control and risk mitigation, checks for compliance with laws and regulations and assures the independence and performance of the County’s internal and external auditors. The Committee is required to annually report its findings.
The Committee focused on audits being performed on nine entities within the County. They were:
- The County;
- First 5 Commission;
- Redevelopment Agency;
- Flood Control district;
- Mosquito and Vector Control District;
- Tahoe Area Regional Transit;
- Western Placer Waste Management Authority;
- Golden Sierra Job Training Agency; and
- Treasury Oversight Committee.
The Committee’s focus was on the scope and timing of audits, understanding internal controls, accounting policies and their affect on financial statements, and management’s use of estimates in the financial statements.
One-Day Closure of Library System: The Board will be asked to approve a one-day closure of the Placer County Library Systems on Aug. 26, 2011. The closure will allow significant work on scheduled projects, which include:
- Delivery and placement of shelving in the Auburn branch;
- Repaving the Loomis Library parking lot; and
- Work on the Penryn branch remodel.
In addition to the scheduled work, this will be the first time Library Administration will take advantage of the closure to provide training to all Library Services staff. Training will include focusing on the Library’s vision, encourage customer service standards, and provide mandatory safety training.
Foresthill Divide Community Plan Settlement Agreement: The Board will be asked to consider approval of amendments to the Foresthill Divide Community Plan and adoption of the addendum to the Environmental Impact Report. Multiple sections of the Plan (Goals, Policies and Implementation Measures) will be affected by the amendments, which include:
- Establishing a maximum population for the area to retain its rural character;
- Establishing provisions for ongoing fire protection in new developments;
- Confirming the availability of domestic water before County approval of any new development;
- Prohibiting privately-owned wastewater treatment plants;
- Promoting an environmentally sustainable community and encouraging reduction in greenhouse gases;
- Protecting the visual and scenic character of the community;
- Requiring the County to develop and implement design guidelines to protect and maintain visual resources;
- Adding wording to the Plan that discourages impacts to non-motorized, water-dependant activities;
- Minimizing potential impacts to federal- and state-managed open space;
- Including language in the Plan specific to pedestrian safety; and
- Ensuring the policy is not focused solely on the American River Canyon.
