Convening of Charter Review Committee on Supervisors’ Agenda

In 1980, voters approved the Placer County charter, a governing document that provides a level of flexibility in local decision making. The Charter also contains provisions that guide the organizational structure, duties and responsibilities of elected and appointed officials. One of those requirements in the Charter is for periodic review and assessment of the document to enable changes or additions.

A specific section of the Charter (601) requires the Board of Supervisors to convene a Charter Review Committee within five years of the previous review. The last review was done in fiscal year 2007-08, which will necessitate a review in fiscal year 2012-13.

The Board of Supervisors will address the formation of the Charter Review Committee at its regularly scheduled meeting on Tue., Feb. 14, 2012, at Board Chambers, 175 Fulweiler Ave., Auburn. The meeting begins at 9 a.m.

The Charter does not specify the method nor the composition or number of members of the Review Committee; that is left to the Board’s discretion. There is no supervisorial residency requirement for Committee members. Prior Boards have formed the Committees in a myriad of ways. Prior Committees have numbered both five and seven members. The five member bodies represented the five supervisorial districts; the seven-member committees have represented the five districts, in addition to two at large members.

The 2007 Committee contained seven members to allow for broader representation. Staff from the County Executive Office and County Counsel will assist the Board in reviewing applications for appointment to the Committee. Recommendations from the Committee to the Supervisors are not binding and do not compel the Board to adopt any recommendations. Any proposed changes to the County Charter must be submitted to the County’s voters in a ballot measure.
