On Tuesday, the Placer County Board of Supervisors received an update on the Kings Beach Commercial Core Improvement Project and OKd a financing and construction phasing plan. The update, presented by Department of Public Works staff, informed the Board on the status of a variety of completed and planned elements for construction of the Project.
The phasing and finance plans are for the first phase of the Project. The entire project, when complete, will upgrade a 1.1-mile section of State Rouse 28 through the center of this North Lake Tahoe community.

addition, the design will include pedestrian safety improvements in the residential roads north of the highway. These roads, known as the Kings Beach grid, are part of the project's Neighborhood Traffic Management Plan. The Plan calls for the installation of traffic calming measures in the grid. The county has already started installing portions of the plan, some of which were completed in 2011 and 2012.
The county has also coordinated infrastructure relocation efforts with various utility companies. Some of these utility relocations, all of which are within the project’s boundaries, were necessary for the Commercial Core Project’s construction. The county’s intent is to begin construction on a significant portion of the project this year in late summer, provided necessary funding and permit approvals are obtained.
The Board OKd a phasing plan that will allow a first phase construction to begin this summer and would allow improvements along State Route 28, from Secline Street to just east of Fox Street. The first phase will also install additional features for the Traffic Management Plan in the grid. The second phase will continue improvements to both State Route 28 and the grid.
The financing plan will advance $5 million in traffic impact fees from the county’s Tahoe Regional Capital Improvement Program to the Project, which will then be reimbursed with state funding. In addition, $1 million from the Tahoe Benefit Fee District will be used as local matching funds, with up to another $1.2 million available for a future subsequent phase to complete the project.
The first phase of the project is expected to take up to three construction seasons to complete. In the Tahoe Basin construction can take place only between May and October.
