Air Pollution Control


The Air Pollution Control District (APCD) is a special district created by state law to enforce local, state and federal air pollution regulations. Our vision is to achieve and maintain clean air standards throughout Placer County. In April 2000, the Board of Directors adopted the APCD's Mission Statement.

The District sponsored, in partnership with the U.C. Berkeley Center for Forestry, a biomass waste for energy demonstration at the Center’s Blodgett Forest Research Station.  The project served as a showcase for forestry management issues. The District produced a video documenting the biomass project and workshop issues, observations, and policy recommendations related to California forest management and utilization of forest residue for energy production.  The video captures the views of a unique and diverse set of resource professionals, researchers, state/federal agency representatives, utility representatives, and elected officials.

April 2014 Reasonably Available Control Technology (RACT) State Implementation Plan (SIP) Analysis and Negative Declaration

On April 10, 2014, the Placer County Air Pollution Control District Board of Directors adopted Resolution #14-08, thereby approving the findings of the 2014 Reasonably Available Control Technology (RACT) State Implementation Plan (SIP) Analysis, dated April 2014, and the requested submittal of this report as a revision to the SIP; and adopted Resolution #14-09, thereby approving the “Negative Declaration” of "No Sources to Regulate for Volatile Organic Compounds (VOC) for the polyester resin source category, for which there is Reasonably Available Control Technology (RACT) CTG", and the submittal of this “Negative Declaration” as a requested revision to the SIP.

Advisory Notice for Gasoline Dispensing Facilities with Aboveground Storage Tanks

Owners/operators of existing aboveground storage tanks (AST) are required by California Air Resources Board (ARB) regulations to upgrade to Phase I enhanced vapor recovery (EVR) by June 30, 2014. However, ARB is considering an exemption for existing ASTs with annual throughput of less than 60,000 gallons from the Phase I EVR upgrade. This amendment of ARB regulations will not be completed until well after the June 30, 2014 upgrade deadline.

Due to this regulatory uncertainty, Placer County Air Pollution Control District will not enforce the June 30, 2014 deadline for ASTs that had less than 60,000 gallons throughput in 2013. This will allow owners/operators of these tanks to avoid upgrading equipment that may be exempted in the near future. If the ARB final regulation does not exempt some, or all of these tanks as anticipated, the District will allow 90 days after ARB’s amended regulation goes into effect for owner/operators to complete the upgrade
to Phase I EVR. The Advisory can be found here.
