Services

Capital Improvements administers new site and building construction, additions, remodels, infrastructure, building systems and hazardous materials projects for the extensive county portfolio of site and building locations from Roseville in the South Placer area, at the County Seat in Auburn/North Auburn, and up to the north Lake Tahoe region.

Our primary goal is to develop and complete fiscally responsible capital improvement projects that are operationally and energy efficient, accessible and sustainable through strong project leadership and management.

Current and Completed Projects

Planning
Early planning is critical for the success of Capital Improvement’s projects.  All division projects are initiated with a well-defined plan.  Scope, cost and schedule are the three planning pillars that are defined early and monitored closely over the course of a project.

Capital Improvements oversees a wide-range of planning projects, depending on the type and needs for a particular project, including the development of large-scale master plans, individual new facility programs and feasibility studies.

Design
Project design is a key element of Capital Improvement’s regular activities.  Design solutions are generated that meet the intent of the project plan and give direction for construction activities.  Design document milestones allow for critical review early and allow for adjustments prior to bidding and construction.  Capital Improvements oversees the development of many various types of design document deliverables that convey design intent and scope, including, essential to most facility projects, working drawings and specifications.

Bidding
Another essential activity is with the bidding process and solicitation of contractor bids for a particular facility project.  The division assembles critical documentation that describes project scope for proposing contractors and oversees the prescriptive steps for determining bid award recommendations.

Construction
The division provides oversight for several types of design and construction delivery methods, depending on the size and complexity associated with the project scope, including design-bid-build, traditional design-build and job-order-contracting (JOC).  Capital Improvements provides construction administration services for the many processes and procedures that occur over the course of a project’s construction duration.

Access Compliance
Capital Improvements also oversees projects that are dedicated to meeting compliance criteria for the Americans with Disabilities Act.  Improving public access to County buildings is a critical part of this division's mission; ensuring site and building design meet ADA standards.  All projects are reviewed for and include some type of ADA compliance features.

Move Coordination
Planning and logistical support for all County department office area reconfigurations, including systems furniture coordination and move process support, are also critical Capital Improvement activities.

Hazardous Materials
Capital Improvements coordinates the testing and abatement of suspected hazardous building materials as a part of facility projects at older County structures.  Each and every project is evaluated for potential building components that may have environmental issues associated with them.  Lead and asbestos are the main materials of concern when it comes to projects at buildings that date back more than fifty years or more.  Once these substances have been identified as “containing”, targeted demolition and appropriate packaging and disposal of the hazardous components will occur.
