Public Authority

The Public Authority negotiates with the local homecare provider’s union to set wages, benefits, and working conditions for In-Home Supportive Services (IHSS) providers. They offer the following services to IHSS recipients and providers:

  1. Maintain a homecare provider Registry that you can use to find a suitable provider
  2. Investigate the qualifications and background of individuals on the Registry
  3. Help Registry providers and their clients work out difficulties in their relationship
  4. Provide staff support to the County’s IHSS Advisory Committee, which works to improve the Public Authority and the IHSS program.

    Public Authority will be keeping the Registry open year-round in order to increase the availability of providers for their recipients. Please read the application letter, complete the application, and return the application if you wish to apply. If you have any questions, please call the Public Authority at 530-886-3680.

What does the Public Authority do?

The Public Authority negotiates with the local homecare provider's union to set wages, benefits, and working conditions for IHSS providers. They offer the following services to IHSS recipients and providers:

  • Offer access to training for providers and recipients in various aspects of the IHSS program
  • Help Registry providers and their clients work out difficulties in their relationship
  • Provide staff support to the County's IHSS Advisory Committee, which works to improve the Public Authority and IHSS programs

What is the Public Authority Registry?

The Registry is designed to assist both the IHSS Recipient and the IHSS Provider. It offers referral lists of screened providers/caretakers to IHSS Recipients who want to hire someone to provide personal care and/or household assistance. The Placer County Public Authority runs the Registry.

Time Sheet Tips on How to Get your Money Faster

  • Do NOT
    • DO NOT use white out, strikethrough or rewrite hours
    • DO NOT write more than one number per box
    • DO NOT attach or staple anything to your timesheet
    • DO NOT use box 16 unless it is necessary
    • DO NOT fold your timesheet
    • DO NOT put anything in the envelope with your timesheet
  • DO
    • DO write only within boxes specified
    • DO write clearly and legibly
    • DO write in medium black ink only
    • DO turn in the timesheet over to sign and have your recipient sign your timesheet
    • DO double check your timesheet
  • Make sure you write your Return Address in the Top Left Corner of the Envelope

Time Sheet Frequently Asked Questions

Oh no. I made a mistake on my timesheet. What should I do?

DO NOT use white out, strikethrough, or rewrite hours. Call payroll at 916-872-6555 and request a new timesheet. To prevent making future mistakes, make a copy of your timesheet so that you can practice before filling out your official timesheet.

I don’t have a black pen. Can I use a blue pen?

NO, DO NOT use any other color, gel pens, glitter pens, etc. DO USE A BLACK, MEDIUM POINT PEN

Do I fill in the days I don’t work with zeros?

Leave days off blank. DO NOT put zeros, slashes, dashes, X’s, or any verbiage (off, not working, etc.) on your timesheet.

How do I convert my hours from decimals to minutes?

When you receive your timesheet the hours will be converted.

The recipient signature can’t fit in the box. What can I do?

Option 1 – Make a cardstock template to cover the paper with only a spot for the signature so your recipient can’t go outside of the box. Option 2 - Contact your Social Worker and request IHSS Form SOC 839 IHSS Recipient Timesheet Authorization.

I work more hours a day than I am authorized. What do I write on my timesheet?

Keep track of the hours and minutes that you provide authorized services for your recipient. Any hours not authorized cannot be claimed on your timesheet.

I don’t want to write down my hours. I just want to fill out my timesheet in advance.

DO NOT fill out your timesheet in advance. Only write down the hours and minutes that you worked. DO use a calendar to keep track of your hours!

I just received all of my timesheets from previous months for back pay. Is it okay to send them in one envelope?

DO NOT send more than one timesheet per envelope.
