Risk Management and Organizational Development

Hand on Computer Mouse Our mission is to effectively prevent, control, and minimize the County's financial risk while providing optimum services to the County's employees and its citizens through the centralized administration of healthcare, safety, loss control, employee benefit, and other risk management programs.

Organizational Development (OD) is leading the County employee engagement initiative. OD is also responsible for employee training, career development, new employee orientation, the Combined Giving Campaign and the employee portal.

Services and Information

  • Disability and Leave Management
    Administers and coordinates County-wide total absence management and return-to-work programs that complies with all local, State, and Federal leave management programs, including ADA/FEHA.
  • General Liability
    Administers, investigates, and controls claim costs by reducing and avoiding risks; manages reserves to pay for liability claims, reviews all County contracts for required indemnification and insurance language.
  • Investigations
    Investigates discrimination, harassment, and retaliation; violence in the workplace; and disciplinary action and misconduct claims; and performs pre-employment background checks.
  • Safety
    Controls claim costs by promoting safe operations and activities; preventing injuries with training; and complying with CAL-OSHA regulations.
  • Organizational Development
    Develops courses for best business practices, personnel supervision, management development, and County health and safety procedures.  OD is also leading the County employee engagement initiative. 
  • Workers' Compensation
    Oversees workers compensation investigations and timely filing of claims; provides injured workers with legally mandated benefits; maintains reserves for claims; and administers the employee Department of Transportation (DOT) alcohol and drug regulations.
  • Labor Relations
    Provides guidance and policy advice to the CEO and Department Heads on labor and employment related issues affecting the Placer County Deputy Sheriffs' Association (DSA), Placer Public Employees Organization (PPEO), and In-Home Support Services (IHSS); and the primary point of contact and negotiator regarding wages, hours, terms, and conditions of employment.
