Children's Medical Services

California Children's Services (CCS), Child Health and Disability Prevention Program (CHDP) and the Health Care Program for Children in Foster Care (HCPCFC) are all part of HHS Community Health and are referred to as Children's Medical Services (CMS).

The Child Health and Disability Prevention (CHDP) program is a preventive health program serving California’s children and youth.  CHDP makes early health care available to children and youth with health problems as well as to those who seem well.  

Many children and youth in California have unmet health needs.  Through the CHDP program, eligible children receive periodic preventive health assessments.  Children with suspected problems are then referred for diagnosis and treatment.  Many health problems can be prevented or corrected, or the severity reduced, by early detection and prompt diagnosis and treatment.

Health Care Program for Children in Foster Care (HCPCFC)

Local CHDP programs also administer a public health nursing program for children in foster care known as the Health Care Program for Children in Foster Care (HCPCFC). Public health nurses in the HCPCFC work with county child welfare services agencies and departments of probation to address the medical, dental, mental and developmental needs of children and youth in foster care. They provide their professional health care expertise and knowledge of the community to the caseworkers, foster care parents and providers, health care providers and others on the foster care team.

The Healthy Families Program offers low cost insurance for children and teens up to age 19. It provides health, dental and vision coverage to children who meet the program rules and do not qualify for free Medi-Cal.Families participating in the program choose their health, dental and vision plan. Families pay premiums of between $4 and $15 per child, per month up to a maximum amount of $45 a month for 3 or more children in the family.  The State and Federal government provide funding to the HFP. California Children’s Services  

California Children’s Services (CCS) is a statewide program that arranges, directs, and pays for medical care, equipment, and rehabilitation, when these services are authorized by the program.  Services can be authorized for children and young adults less than 21 years of age who have eligible medical conditions and whose families are unable to pay for all or part of their care.  CCS defines eligibility and selects the most qualified professionals to treat the child’s CCS-eligible condition.  However, it is important for you to know that CCS is not a health insurance program.  It will not meet all of your child’s health needs, only those related to the CCS-eligible condition.

The Medical Therapy Program (MTP) is a coordinated program of medically necessary physical and occupational therapy services provided to medically eligible children.  These services are provided in Medical Therapy Units (MTUs) located at certain public schools.  Therapy may help your child to be independent in such areas as getting around, getting in and out of a wheelchair, walking, feeding, dressing, staying clean and neat, and home skills.
