Sewer Maintenance District 3 Regional Sewer Project
Placer County is constructing a sewer pipeline and pump station to convey wastewater from Sewer Maintenance District 3 (SMD 3), located in the Horseshoe Bar area of Loomis, to the existing Sewer Maintenance District 2 (SMD 2) sewer collection system, located in Granite Bay, for treatment at the Dry Creek Wastewater Treatment Plant in Roseville and, ultimately, decommissioning the SMD 3 Wastewater Treatment Plant (WWTP).
This project will bring the sewer district into compliance with State standards and will be accomplished with no increase to sewer rates.
The sewer pipeline will be installed along Auburn Folsom Road for approximately 2.5 miles, extending from the SMD 3 WWTP near Dick Cook Road to existing sewer pipelines near Twin Rocks Road. The new pump station will be constructed on the existing SMD 3 WWTP site.

What to Expect
- Lane closures Monday through Saturday between 8:00 am and 4:00 pm.
- Large trucks and trenching equipment in roadways (traffic control will be implemented; delays should be expected).
- Construction activities from 6:00 am to 8:00 pm weekdays and 8:00 am to 6:00 pm on Saturdays.
- Minimal impacts to driveway access.
- Prior notification will be provided regarding interruption of sewer service or private property access.

Current Project funding includes $3.9 million in grant funds from the US Army Corp of Engineers, a $900,000 General Fund contribution approved by the Board of Supervisors in June 2009, and a Clean Water State Revolving Fund (SRF) loan* for the remaining $9.7 million in Project costs.

Monthly Project Updates
Pipeline installation work continues on Auburn Folsom Road where, as of February 28, approximately 4,600 feet (about 1/3 of the total route) has been installed from Twin Rocks Road to just past Ardea Way. Traffic control will continue to be in place Monday through Saturday; delays should be anticipated. Work activity at the SMD 3 plant site just north of Dick Cook Road is expected to increase this month.
Work continues on Auburn Folsom Road between Twin Rocks Road and the SMD 3 plant just north of Dick Cook Road. Activities include excavating trenches, installing pipe, backfilling and temporary paving. Traffic control will be in place Monday through Saturday between the hours of 8:00 am and 4:00 pm; delays should be anticipated. Work at the SMD 3 plant site will begin this month with the excavation of the pump station, and will include 4 days of blasting to remove rock. During blasting, Auburn Folsom Road will be temporary closed in front of the plant for up to 15 minutes.

TEMPORARY ROAD CLOSURE – January 29 – February 7
Auburn Folsom Road will be temporarily closed for approximately 15 minutes on January 29, between 9am and 11am, for blasting at the Sewer Maintenance District 3 Wastewater Treatment Plant. Additional closures are anticipated approximately every other day through February 14th. The blasting is necessary to enable the contractor to excavate for the wet well and storage tanks that are part of the Regional Sewer Project.
Work will continue on Auburn Folsom Road, beginning at Twin Rocks Road and proceeding north in the north-bound lane. Construction activities will include with excavating trenches, installing pipe, backfilling and temporary paving. Traffic control will be in place Monday through Saturday between the hours of 8:00 am and 4:00 pm, except Christmas and New Year’s Day; delays should be anticipated.
Construction activities will resume this month with excavating trenches along the pipeline route, installing sewer pipe, backfilling and temporary paving.
Pipeline construction has been on hold pending resolution of utility conflicts. Construction is anticipated to resume in mid-October. Lane closures along the pipeline route can be expected Monday through Saturday between the hours of 8:00 am and 4:00 pm.
Work that was anticipated to occur in the roadway during June (saw cutting the roadway to prepare for trenching and pipe installation) has been rescheduled for mid-July to resolve conflicts with existing buried utilities. Work at the WWTP will continue with blasting at the site anticipated for mid to late July. Traffic control will be in place for blasting operation and could result in delays of 20 minutes or more. Updates on traffic control will be provided as they become available.
Construction crews will continue to be in the Auburn Folsom road Right of Way (ROW) this month; laying out the pipeline route and locating utilities in the roadway by potholing (digging small holes in the road). Saw cutting the roadway to prepare for trenching and beginning to install pipe will also take place this month.
Biological surveys along the roadway will continue and additional protective fencing adjacent to the road will be installed.
Crews will be collecting soil and rock samples to prepare for the excavation at the WWTP site and decommissioning select facilities in order to prepare for repurposing those facilities for emergency storage.
Construction crews will be in the Auburn Folsom Road Right of Way (ROW), clearing brush, trimming and/or removing trees, laying out the pipeline route, locating utilities in the roadway by potholing (digging small holes in the road), and saw cutting the roadway to prepare for trenching activities scheduled to begin in late May / early June.
At the WWTP site, crews will begin clearing brush and trees to lay out the wet well and emergency storage facilities for the new pump station.
Biological resource pre-construction surveys will be conducted and protective fencing will be installed around sensitive habitats this month both at the WWTP and along the pipeline route.
Placer County issued the Notice to Proceed to Vinciguerra Construction of Jackson, CA on April 29, 2013. Upon contractor's completion of required paperwork and materials delivery, construction is expected to begin in late April / early May.
