STATEMENT OF MEETING PROCEDURES - Read by Clerk.
AGENDA APPROVAL – Added Item 3.1, County Executive/Emergency Services - Consider adoption of a Resolution ratifying the Proclamation of Local Emergency made on April 8, 2011 by the Assistant Director of Emergency Services due to propane leaks experienced since late March in eastern Placer County centered on the Serene Lakes community. MOTION Duran/Montgomery/Unanimous VOTE 4:0 (Uhler absent)
PUBLIC COMMENT – 1) Ron McIntyre, said the Public Works Department snow plow operation did a great job this winter; 2) Judge Alan Pineschi, Presiding Judge of the Placer Superior Court, said he would like to coordinate efforts with Placer County to consider locating a Sheriff Substation at the location the AOC is looking at to build a courthouse.
DEPARTMENT ITEMS TO BE CONSIDERED FOR ACTION AS TIME ALLOWS
DEPARTMENT ITEMS:
1. COUNTY EXECUTIVE/AMGEN TOUR - Presentation on the May 13-16 Amgen Tour of California by the North Lake Tahoe Resort Association.
2. COMMUNITY DEVELOPMENT RESOURCE AGENCY/PLANNING/PLACER COUNTY BIOMASS PROGRAM AND LAKE TAHOE BASIN BIOMASS ENERGY FACILITY UPDATE - Update on the Biomass Program and the proposed Lake Tahoe Basin Biomass Energy Facility Project. The update includes an overview of the biomass program and a discussion on the status of the preparation of the environmental document for the proposed project.
3. PUBLIC WORKS/KINGS BEACH COMMERCIAL CORE IMPROVEMENT PROJECT:
a. Project Update - Update the Board of Supervisors on the Kings Beach Commercial Core Improvement Project, including community outreach, schedule and funding. This update is for informational purposes only accompanied by a Power Point presentation. No action is required of the Board of Supervisors.
b. Pilot Neighborhood Traffic Management Plan (Phase I) - (1) Approved the project plans and specifications for use in bidding and construction of the Kings Beach Commercial Core Improvement Plan - Pilot Neighborhood Traffic Management Plan (Phase I); (2) Authorized the Department to advertise for bids; (3) Resolution 2011-87 authorizing the Director of Public Works, with County Counsel's and Risk Management's review and approval, to award and execute the Kings Beach Commercial Core Improvement Plan - Pilot Neighborhood Traffic Management Plan (Phase I), Construction Contract No. 1111 to the lowest responsible and responsive bidder in an amount up to $250,000; and (4) Authorized the Director of Public Works to approve and sign contract change orders up to an amount not to exceed ten (10) percent of the lowest responsible bidder's approved cost.
