PUBLIC COMMENT:  1). Carol Arnold invited all to celebrate mandarin season. PlacerGROWN is painting Placer County orange, by distributing mandarins throughout Placer County.  2). Ellie Waller commented on the Highway 267 – 28 Roundabout project.  3). Jim Backus spoke about the condition of roads in Alpine Peaks.

Conduct a Public Hearing to consider a recommendation from the Placer County Planning Commission for APPROVAL of the following:

1.    Adopted Resolution 2016- 221 - Resolution Exhibits: Exhibit A (4,566 pages), Exhibit B (788 pages), Exhibit C (54 pages) to certify the Village at Squaw Valley Specific Plan Final Environmental Impact Report (SCH# 2012102023) and Errata prepared pursuant to the California Environmental Quality Act, adopt Findings of Fact and Statement of Overriding Considerations and the Mitigation Monitoring Reporting Program;

2.    Adopted Resolution 2016- 222 to approve the Village at Squaw Valley Specific Plan;

4.    Adopted Resolution 2016- 223 to amend the Squaw Valley General Plan and Land Use Ordinance to (a) incorporate the Village at Squaw Valley Specific Plan (“VSVSP”) land use designation, and (b) to add Goal VI.E.7 and Policies VI.E.7.1 and VI.E.7.2 related to emergency preparedness;
