Tahoe Basin Area Plan and Notice of Preparation for Environmental Document Available to Public

After three years of community meetings, citizen advisory group meetings, public comments, revisions and coordination with other agencies, on Wednesday Placer County released a public review draft of the Tahoe Basin Area Plan. Along with the plan, the county provided the public notice of preparation for an environmental impact document for two projects: the Placer County Tahoe Basin Area Plan and Tahoe City Lodge pilot project.
The Tahoe Basin Area Plan is a land use document guiding growth, land development, and natural resource management in Placer County’s portion of the Lake Tahoe Basin for the next 20 years. The Tahoe City Lodge pilot project is a proposed project in Tahoe City that includes the redevelopment of the “Henrikson” site northeast of the Tahoe City “Y” with new tourist accommodations and amenities, as well as renovations to the Tahoe City Golf Course clubhouse.
As part of the Area Plan, the Tahoe City Lodge project is being analyzed to see if it can be built under the new regulations and incentives provided by the Area Plan. By analyzing the Tahoe City Lodge pilot project, the county will determine the feasibility for that type of project. The county’s intent is to explore how the new regulations and incentives in the Tahoe Basin Area Plan can help to achieve Tahoe Regional Planning Agency (TRPA) environmental thresholds, foster environmental redevelopment and promote revitalization in the county’s North Tahoe communities.
Release of the documents begins a 60-day public comment period where interested parties can submit comments, questions and concerns about the documents. Those submissions will then be considered when preparing a draft environmental document.
The Placer County Tahoe Basin Area Plan covers Placer County’s portion of the Lake Tahoe Basin encompassing about 72 square miles. That area includes the communities of Kings Beach/Stateline, Tahoe City, Carnelian Bay, Dollar Point, Sunnyside, Homewood, Tahoe Vista, and Tahoma. The Tahoe City Lodge pilot project is located at 255 and 265 North Lake Boulevard in Tahoe City, and includes portions of the Tahoe City Golf Course.

Hard copies of the 2015 Public Review Draft Tahoe Basin Area Plan and NOP can be viewed at the Tahoe City Library, 740 North Lake Blvd., the Kings Beach Library, 301 Secline St., and the Placer County Community Development Resource Agency, 3091 County Center Dr. in Auburn.
In addition to submitting written and electronic comments, there will be five public scoping meetings seeking input on the preparation of and content of the environmental impact document. Placer County will hold two meetings and the TRPA will hold three.
Placer County’s meetings will both be on Tue., June 16, 2015. The first meeting will be at the North Tahoe Event Center, 8318 North Lake Blvd, Kings Beach, CA, at 12:30. The second meeting will held at the Tahoe City Public Utility District Board Room, 221 Fairway Drive, Tahoe City, CA, at 5:30 p.m.
TRPA’s public meetings will be held:
June 10, 2015, during the TRPA Advisory Planning Commission (APC) meeting, TRPA Offices, 128 Market Street, Stateline, NV. The meeting is scheduled from 9:30 a.m. to 5:00 p.m.;
June 24, 2015, during the TRPA Regional Plan Implementation Committee meeting, TRPA Offices, 128 Market Street, Stateline, NV, from 8:30 a.m. to 9:30 a.m.; and
June 24, 2015, during the TRPA Governing Board meeting, TRPA Offices, 128 Market Street, Stateline, NV. The meeting is scheduled from 9:30 a.m. to 5:00 p.m.
The TRPA APC and Governing Board meetings begin at 9:30 a.m. However, the proposed projects are not time certain. The agendas will be post about one week prior to meetings. Please refer to the meeting agendas: TRPA Calendar , for additional information.
In addition, Placer County will also conduct two public workshops to seek input on the June 2015 Public Review Draft Tahoe Basin Area Plan. The public workshops will be held at the following times and locations:
June 22, 2015, North Tahoe Event Center, 8318 North Lake Blvd, Kings Beach, CA. at 5:30 p.m.; and
June 29, 2015, Tahoe City Public Utility District Board Room, 221 Fairway Drive, Tahoe City, CA, at 5:30 p.m.
