Established by the voters in 1961. Five members shall be selected from among qualified electors of the County. No member of the commission shall be an employee of the classified or unclassified service, an officer of any local, state or national committee of political party, or an officer of a committee in any partisan political club or organization, or shall hold or be candidate of any elective office. A majority vote of the entire Board of Supervisors shall be required to elect a member of the commission (Chapter 3, Section 3.08.020). Term of office is four years.


Establish an equitable and uniform procedure for dealing with personnel matters, and to place County employment on a merit basis for the purpose of obtaining the highest efficiency and assuring that the best qualified persons available shall be brought into the service of the County.

  • Travel and other official expenditures necessitated by their official duties shall be approved by the Human Resources Director.
