Project Based Vouchers

The Placer County Housing Authority (PCHA) is soliciting proposals from property owners and developers for the Project-Based Voucher (PBV) Program. The PBV program is designed to conform to the Project-Based Voucher Program Final Rule (24 CFR Part 983) and requires compliance with Fair Housing and Equal Opportunity (FHEO) requirements. Project-Based applications are being accepted for New Construction, Newly Rehabilitated and Existing housing units in the jurisdiction of the Placer County Housing Authority, which includes everywhere in Placer County, excluding the City of Roseville. PCHA estimates that up to 59 project-based vouchers are available under this RFQ. PCHA reserves the right to award either Veterans Affairs Supportive Housing (VASH), Mainstream Vouchers or conventional Housing Choice Vouchers under this RFQ process, depending upon the request and specifics of an application and voucher availability.

Mercy North Auburn at Rock Creek Project-Based Waitlist

Mercy North Auburn at Rock Creek in the Placer County Government Center is a 79-unit affordable apartment and townhome development located at 2960 1st Street in Auburn. 20 of the 79 units, consisting of 16 one-bedroom and 4 two-bedroom units, will be project-based and include rental assistance through the Housing Choice Voucher program. To be eligible for the project-based units, households must meet the income requirements and be experiencing homelessness, chronic homelessness or at risk of chronic homelessness and include at least one person who is in need of mental health services. Placer County Housing Authority (PCHA) will be accepting preliminary applications by direct referral for the 20 project-based units starting October 11, 2021, at 8:00 AM, and referrals will come directly from the Placer County Coordinated Entry System managed by the Homeless Resource Council of the Sierras. Interested applicants that meet the above criteria, including households active on the HCV waiting list, should contact Placer County 211 by dialing 2-1-1 or 1-833-DIAL211. PCHA is not able to accept referrals directly from individuals/families and verification of eligibility through the Coordinated Entry System will be required before a preliminary application can be completed.
