Introduction
As the Local Enforcement Agency (LEA), Environmental Health Services is certified by the Department of Resources Recycling and Recovery (CalRecycle) to enforce state laws and regulations at solid waste facilities within its jurisdiction. The Western Placer Waste Management Authority (WPWMA) Materials Recovery Facility (MRF) operates under a Solid Waste Facility Permit (SWFP) issued by the LEA. The WPWMA has filed updated documents with the LEA; specifically, the Transfer Processing Report (TPR), Report of Composting Site Information (RCSI), and Odor Impact Minimization Plan (OIMP) which describes the design and operation of the MRF and composting facility.
Description of Project
The operator has proposed changes to the TPR, RCSI, and OIMP in order to reflect ongoing changes to a new Construction & Demolition sorting line, updates to MRF processing, organics diversion, movement of maintenance building and parking, and updates to the Fire Prevention Plan. The updates reflect a multi-phased construction update to the site from approximately 2023-2025. Minor corrections and updates to text were included.
Local Enforcement Agency’s Determination
The operator submitted an application for the TPR, RCSI, and OIMP Amendments to the LEA on 06/08/2023. The LEA reviewed the application package and determined that the proposed changes are consistent with the existing California Environmental Quality Act (CEQA) documents. The LEA further determined that the proposed changes are consistent with the State Minimum Standards and do not conflict with the terms and conditions of the current Solid Waste Facilities Permit. As required by 27 CCR 21660.1, the LEA is distributing this notice for the purpose of noticing its acceptance of the revised documents.
