Introduction As the Local Enforcement Agency (LEA), Placer County Environmental Health Services is certified by the Department of Resources Recycling and Recovery (CalRecycle) to enforce state laws and regulations at solid waste facilities within its jurisdiction. The Western Regional Sanitary Landfill (WRSL) operates under a Solid Waste Facility Permit (SWFP) issued by the LEA. The owner of the Disposal Site has filed an application with the LEA to comply with the requirements of a Report of Facility Information (RFI) update (also known as a Joint Technical Document).
Description of Project The operator has applied for a review of the RFI or Joint Technical Document (JTD). The JTD was updated to reference updates to the current operator at the site, landfill closure date, updates to various figures and tables, and numerous other minor updates to the document (including facility staff, consultants, permitting updates, etc.).
Local Enforcement Agency’s Determination The LEA reviewed the application package and determined that the proposed changes are consistent with the existing California Environmental Quality Act (CEQA) documents. The LEA further determined that the proposed changes are consistent with the State Minimum Standards and do not conflict with the terms and conditions of the current Solid Waste Facilities Permit. As required by 27 CCR 21660.1, the LEA is distributing this notice for the purpose of noticing its acceptance of the revised RFI/JTD.
