Placer County, similar to the rest of California, has a shortage of housing. Especially for our low to middle income residents.  The Placer County Board of Supervisors has prioritized the development of an inclusive and all-around approach to addressing the County's affordable housing needs.

A new “Housing Unit”, including staff from the County Executive Office, Economic Development, Community Development and Health and Human Services is dedicated to finding ways to getting affordable homes constructed throughout unincorporated Placer County.

On April 4, 2017, the County Board of Supervisors expressed their support for implementing a wide variety of housing strategies — a "menu" — that could be adapted for different parts of the county based on need. In addition, the Board recommended exploring an array of non-traditional housing varieties, from so-called "tiny houses" to co-housing. 

Using relevant data, inventories of available land, permit process streamlining, and financing and marketing strategies, the Housing Unit will assist the Board in guiding future decisions towards achieving attainable housing for existing and future Placer County residents.

County Housing Trust Fund (HTF)

The HTF is funded by the payment of in-lieu fees and designed to expand and improve the supply of decent, safe, sanitary, and affordable housing.  HTF can be provided as a loan or grant to correct immediate health and safety issues, to achieve substantial rehabilitation, and to produce new housing with long term affordability, for very-low, low and moderate-income owner-occupied and tenant-occupied households.

June 22, 2018 - Current Balance of the County HTF is $1,501,466.24.  Approximately 70% of the funds have been collected through projects in the unincorporated Tahoe area of Placer County, and 30% of the funds from project in the remaining unincorporated area of Placer County.

11/28/2017  #3.A  Board authorized CDRA to submit an application for grant funding up to $3,000,000 for an Affordable Housing Rehab program, and improvements towards Sheridan water and sewer facilities.          
11/14/2017   #1.A Board adopted an Ordinance to amend Placer County Code sections related to Secondary Dwellings to bring the local ordinance into conformance with recent changes in state law.

 Board Approve the Program level scope of the Draft PCGC Master Plan Update including: proposed land use and zoning modifications as described in the Notice of Preparation; a project level scope for the proposed new Health and Human Services facility proposed new multi-family residential project on the PCGC.           
8/15/2017  #14.A Board approve a contract with the Homeless Resource Council of the Sierras to support participation in and use of the Homeless Management Information System, coordination of our Continuum of Care, homeless counts, and other homeless services for a total of $53,262 for July 01, 2017 through June 30, 2018. 
8/8/2017    #1.A  The Board receive a presentation on the proposed 2017-2018 Annual Housing Program Work Plan, inclusive of Board input from April 4, 2017 and receive update on the Eastern Placer Nexus Based Fee Study and the Western Placer Nexus Based Fee Study.  The approved of the FY 2017-18 Housing Program Work Plan.
6/27/2017  #5.A The Board received a presentation on the Community Development Resource Agency (CDRA) 2017-2018 Business Plan.   The CDRA Business Plan documents the direction, activities, and resource allocations of the Agency, including affordable housing as a top priority.   
5/9/2017   #3.A The Board received a presentation from Beacon Economics who had been contracted by the County’s Office of Economic Development.  The final report laid the foundation for tracking employment and industry trends in the South Placer County area.  During the presentation, Dr. Christopher Thornberg pointed out that housing will be a principal factor in determining employment growth in the south county region
4/24/2017  #9.A  Presentation on the 2016 Annual Housing Element Implementation Progress Report including a Public Hearing to accept any verbal or written comments on the same and authorize submittal of the Report to the California Department of Housing and Community Development and Governor’s Office of Planning and Research.
4/4/2017  #9.A  Placer County Housing Element Implementation report on the 2013 Placer County Housing Element, including completed tasks and implementation challenges.  Receive Board direction on preferred strategies in setting housing priorities for the FY 2017-18 Housing Work Plan. Adopt a Resolution authorizing the County Executive Officer to execute a three-year agreement with the Tahoe Truckee Community Foundation to implement a Regional Housing Council for the purposes of creating and achieving regional housing targets, and also authorize the County to participate in a Regional Housing Council, at a budgeted net county cost of $50,000 per year.
3/21/2017  #6.C Public Works and Facilities Capital Improvements Division presented to the Board campus layout options for the Placer County Government Center (PCGC).  The information presented includes a campus vision for government offices and facilities and affordable housing.
10/25/2016   #3.A  Board receive a presentation on challenges associated with workforce housing in the North Lake Tahoe region, including findings and recommended strategies from the Tahoe Truckee Housing Needs Assessment and provide direction to staff on options for further consideration and analysis.
