5. SHERIFF
A. Modification to Auburn Jail
Housing Unit 3 Retrofit Plan (PDF)
1. Approve a modification to the retrofit
plans of Housing Unit 3 in the Auburn Jail, reducing total jail beds from 276
beds, down to 264 beds. Estimated funding for the project in the amount of $3.3
million is included in the FY 2018-19 Capital Projects Fund Final Budget.
6. PROBATION
1. Approve a change
order to an agreement with Satellite Tracking of People LLC of Houston, TX and
SCRAM Systems of San Diego, CA for electronic monitoring equipment and services
in the amount of $90,500 for a revised maximum amount of $580,000. Funding is
included in the Probation Department’s FY 2018-19 Final Budget.
2. Approve the
option to renew the agreements for one (1) additional one-year period in the
maximum amount of $600,000, and authorize the Purchasing Manager to sign all
required documents, subject to departmental concurrence and available funding.
7. HEALTH AND HUMAN SERVICES
A. Authorize HHS to apply for No
Place Like Home Funding | Provide Housing to Mentally Ill (PDF)
1. Adopt a Resolution authorizing Placer
County’s Noncompetitive Allocation of No Place Like Home funding in an amount
not to exceed $902,280 to be used toward the Placer County Government Center
Multi-family/Workforce Housing Project.
2. Adopt a Resolution authorizing Health and
Human Services in partnership with Mercy Housing to apply for the statewide
competition of No Place Like Home funding in an amount not to exceed $3,000,000
to be used for the development of the Placer County Government Center Multi-family/Workforce
Housing Project.
3. Authorize the Director of Health and Human
Services to sign the associated agreements, subsequent amendments, and related
documentation upon Risk Management and County Counsel concurrence.

A. Energy Audits for Various
Placer County Facilities | Consultant
Services Agreement with ConSol (PDF)
1. Authorize the Director of Public Works and
Facilities to execute, upon County Counsel and Risk Management concurrence, a Consultant Services Agreement with ConSol, at no
direct cost to the County, to prepare Energy Audits for various Placer County
facilities and make recommendations for energy saving projects utilizing
PG&E’s On Bill Financing program.
1. Approve
award of bids to Pride Industries One, Inc., Fregoso Builders, Inc., North Star
Construction and Engineering, Inc. and REM Construction, Inc., the four lowest
responsible and responsive bidders, for Job Order Contracting in an amount
not-to-exceed $1,000,000 per contract, for a 12 month period from the date of
the first Notice to Proceed issued under each contract.
2. Authorize the Director of Public Works and
Facilities, or designee, to execute the contracts, upon County Counsel and Risk
Management concurrence, to sign Job Orders up to $250,000 and approve any
supplemental Job Orders, consistent with the County Purchasing Manual and
Section 20142 of the Public Contract Code. Funding
for the projects constructed under these contracts is included in the
Department’s FY 2018-19 Final Budget, in various Capital Projects.
10. COUNTY
EXECUTIVE
1. Approve a Sales, Transactions, and Use Tax
Information Nondisclosure Agreement between the County of Placer and Civitas
Advisors, Inc., authorize the County Executive Officer, or designee, to execute
the agreement with Risk Management and County Counsel concurrence.
2. Adopt a Resolution authorizing the
examination of sales and transactions and use tax information for County
purposes, including formation of a potential Tourist Business Improvement
District in eastern Placer County.

Policy, non-contested competitively awarded bids under $400,000 are placed on
the Consent Agenda.
1. Approve the renewal of a competitively awarded
contract with Linoleum Sales Co. Inc. dba Anderson Carpet of Sacramento, CA for
floor covering installation services in the maximum amount of $250,000 for the
period of October 01, 2018 through September 30, 2019. Funding provided by the
Department of Public Works and Facilities in the FY 2018-19 Final Budget and
will be included in the Requested Budget for subsequent years.
2. Approve the option to renew the resulting contract for
one (1) additional one-year period in the amount of $250,000.
3. Authorize the Purchasing Manager to sign all required
documents.

an Ordinance, introduced October 23, 2018, amending the un-codified Schedule of
Classifications and Compensation Ordinance and the un-codified Allocations of
Positions to Departments Ordinance, as follows:
a. Create
the classification of Chief Assistant District Attorney in the unclassified
service, place in salary grade MNGT 502 ($14,932.67 - $18,156.67/month), and
allocate one Chief Assistant District Attorney to the District Attorney’s
Office.
b. Revise
the salary grade for the District Attorney classification from EMNS DA1
($18,768.53/month) to EMNS DA1 ($19,973.20/month).
1. Adopt an Ordinance, introduced on October 23,
2018, amending the un-codified Schedule of Classifications and Compensation
Ordinance to create the classifications of Chief Information Officer, Salary
Grade ADHD 667 ($13,116.13 - $15,938.00 monthly), and Director of Facilities
Management, Salary Grade ADHD 657 ($11,875 - $14,430 monthly).
2. Adopt a Codified Ordinance, introduced October
23, 2018, amending Chapter 2, Articles 2.08, 2.32, 2.36 and 2.104 of the Placer
County Code regarding the reorganization of certain County functions and
departments.

A. Roadway Safety Sign Audit and
Sign Upgrade Project | Authorization to Advertise (PDF)
1. Adopt a Resolution to approve the plans and
specifications for the Roadway Safety Sign Audit and Sign Upgrade Project and
authorizing the Director of Public Works and Facilities, or designee, to
advertise for construction bids. This project is included in the Department of
Public Works and Facilities’ FY 2018-19 Final Budget.
1. Adopt a Resolution authorizing the Director of Public Works and
Facilities, or designee, to execute an Amendment to the Utility Agreement with
Pacific Gas & Electric Company for the Gold Hill Road over Auburn Ravine
Bridge Replacement Project, to increase the current agreement from $65,239 to
an amount not to exceed $329,999. The project is included in the Department of
Public Works and Facilities’ FY 2018–19 Final Budget.
1. Authorize the Director of Public Works and
Facilities, or designee, to negotiate and execute a Lease Agreement with
Whitney Properties, LLC for additional staff parking required for the Placer
County Sheriff’s Office Loomis Substation, with rent commencing at $1,250 per
month for the initial three-year term and increasing by 2% annually during the
two consecutive five-year option terms, in substantial conformance to the
material terms and subject to County Counsel and Risk Management concurrence.
Sufficient funding for the initial lease costs is included in the Sheriff’s
Office FY 2018-19 Final Budget.
2. Authorize the Placer County Sheriff’s
Office, to reimburse Whitney Properties, LLC for the cost of construction of an
access walkway with funds from the Sheriff’s Office FY 2018-19 Final Budget in
an amount not to exceed $7,500.

A. Edward Byrne Memorial Justice
Assistance Grant | Application (PDF)
1. Authorize the Sheriff to submit an application
for the Edward Byrne Memorial Justice Assistance Grant in the amount of $21,158
to partially fund one Deputy Sheriff assigned to the Placer County Special
Investigations Unit, and authorize the Sheriff to sign all required
documentation.
B. Purchase
of Motorola Digital Repeater for Auburn Jail (PDF)
1. Approve the purchase of a
Motorola GTR 8000 Digital Repeater and associated equipment and services in the
amount of $27,500.
a. Add equipment to the Master
Fixed Asset List.
b. Approve a Budget Revision to
move $27,500 within the Sheriff’s Office FY 2018-19 Final Budget.
c. Authorize the Purchasing
Manager to sign all required documents.
Funding for this purchase is
