2.    Determined the establishment of Agricultural Preserve PLN18-00014 is Categorically Exempt from environmental review pursuant to Section 15317 (Establishment of Agricultural Preserves) of the California Environmental Quality Act and Class 17, Section 18.36.190, of the Placer County Environmental Review Ordinance (Open space contracts or easements).

1.    Received a presentation from the Greater Sacramento Economic Council providing the Board with an annual update on initiatives of the organization.

2.    Adopted Resolution 2019-147 authorizing the County Executive Officer, or designee, to execute a Services Agreement between the County of Placer and the Greater Sacramento Economic Council in the amount of $45,325 for the period of July 01, 2019 through June 30, 2020.

1.    Authorized the Director of Health and Human Services, or designee, to implement the Homeless Mentally Ill Outreach and Treatment (HMIOT) grant funds through individual transactions not to exceed $10,000, and for a total amount not to exceed $307,000 through June 30, 2020 with County Counsel concurrence.

2.    Authorized the Director of Health and Human Services, or designee, to execute any agreements and documentation necessary to facilitate implementation of the HMIOT grant with County Counsel and Risk Management concurrence.

1.    Approved a contract with Restpadd Health Corp for the period of July 01, 2019 through June 30, 2020 for psychiatric health facility services in a total amount not to exceed $700,000 and authorized the Director of Health and Human Services to sign the contract with Risk Management and County Counsel concurrence and any subsequent amendments up to $70,000 consistent with subject matter and scope of work with Risk Management and County Counsel concurrence.

A.    Extend Development Impact Fee Deferral Program and Establish Development Impact Fee Payment Plan for Hotels and Motels

1.    Introduced an Ordinance, waived oral reading, to amend Placer County Code Chapter 15, Article 15.70 to extend the existing Development Impact Fee Deferral Program until December 31, 2021; and establish a Development Impact Fee Payment Plan for Hotels and Motels. The Board directed staff to bring back ordinance revisions at a later time to make the Deferral Program permanent.

A.    2019 Microsurface Project | Contract with Pavement Coatings Co.

1.    Approved the award of Competitive Bid No. 100263 and awarded Contract No. 1006 to Pavement Coatings Co. for the 2019 Placer County Microsurface Project in the amount of $1,179,950 and authorized the Director of Public Works, or designee, to execute contract change orders up to $71,497 as needed. Funding is available with County Service Area (CSA) funds (75%) and Rehabilitation Account (RMRA) funds (25%).

1.    Approved the reappointment of Linda Scudder to Seat #3 representing County Child Care Providers and Michelle Zemlicka-Stalder to Seat #9 representing County Discretionary Member on the Placer County Child Care Advisory Council.

1.    Approved the appointment of Dianna Suarez to Seat #4 on the Weimar/Applegate/Colfax Municipal Advisory Council, as requested by Supervisor Gustafson.

 

19.  COMMUNITY DEVELOPMENT RESOURCE AGENCY

A.    Placer County Conservation Program (PCCP) | Contract Amendment with Salix Consulting, Inc.

1.    Approved the twelfth amendment to the contract with Salix Consulting, Inc. to provide biological support services for Placer County and/or the Placer Conservation Authority when the PCCP begins implementation in the amount of $156,710 increasing the total to $1,094,701; and authorized the County Executive Officer to sign the amendment.

 

20.  COUNTY EXECUTIVE

A.    Reaffirm a Local Emergency Proclamation in Placer County

1.    Adopted Resolution 2019-149 to reaffirm a local emergency in Placer County due to tree mortality.

 

B.    Unclassified Employee Step Increases

1.    The Board approved step increases for:

a.    Wayne Woo, Undersheriff, Sheriff’s Office, from Grade S53, Step 3 at $84.48 per hour to Grade S53, Step 4 at $88.18 per hour, effective August 17, 2019.

b.    Amanda Sharp, Client Services Program Director, Health and Human Services, from Grade 466, Step 3 at $66.38 per hour, to Grade 466, Step 4 at $69.71 per hour, effective July 02, 2019.

c.    Stan Hapak, Administrative Services Manager, Health and Human Services, from Grade 452, Step 4 at $60.67 per hour, to Grade 452, Step 5 at $63.67 per hour, effective June 22, 2019.

 

C.    Adoption of Ordinance Amending Allocation of Positions

1.    Adopted Ordinance 5966-B, introduced June 25, 2019 amending the personnel allocations of various departments to reflect allocation changes approved with the FY 2019-20 Proposed Budget.

 

D.    General Compensation Adjustments for Classified and Unclassified Management Employees

1.    Adopted Ordinance 5967-B, introduced June 25, 2019, amending the un-codified Schedule of Classifications and Compensation Ordinance to adjust compensation for elected department heads.

2.    Adopted an Ordinance5968-B, introduced June 25, 2019, amending the un-codified Schedule of Classifications and Compensation Ordinance to adjust compensation for classified and unclassified management employees, including appointed department heads and specified safety management.

 

E.    Lincoln Meadows Property Tax Revenue Exchange Agreement

1.    Adopted Resolution 2019-150 approving a Property Tax Revenue Exchange Agreement between the County of Placer and the City of Lincoln for the Lincoln Meadows annexation area and authored the County Executive Officer to execute the agreement.

 

21.  FACILITIES MANAGEMENT

A.    Real Estate Services | Site Access Agreement | Stand Up Placer | Placer County Government Center, Auburn CA

1.    Authorized the Director of Facilities Management, or designee, to negotiate and execute a Site Access Agreement, upon Risk Management and County Counsel concurrence, with Stand Up Placer, Inc., a 501(c)(3) organization, granting a two-year license to use a 2,820 square foot modular building at the Placer County Government Center, subject to utility charges of $988.18 per month.

 

22.  HEALTH AND HUMAN SERVICES

A.    CalWORKs Housing Support Program Agreement

1.    Approved a contract with Stand Up Placer, Inc. to provide assistance to CalWORKs recipients in finding and maintaining permanent housing for the period of July 01, 2019 through June 30, 2020, in the amount of $50,650 and authorized the Director of Health and Human Services to sign the contract with Risk Management and County Counsel concurrence and to sign subsequent amendments up to $5,065, consistent with subject matter and scope of work with Risk Management and County Counsel concurrence.

 

23.  PROCUREMENT - In accordance with County Policy, non-contested competitively awarded bids under $400,000 are placed on the Consent Agenda.

 

A.    Agricultural Marketing Services | Agreement with PlacerGROWN of Auburn, CA

1.    Approved the renewal of a negotiated agreement with PlacerGROWN of Auburn, CA for agricultural marketing services in the maximum amount of $283,592 for the period of July 01, 2019 through June 30, 2021.  Funded by the Agriculture Department’s FY 2019-20 Proposed Budget and will be included in the FY 2020-21 requested budget.

2.    Authorized the Purchasing Manager to sign all required documents.

 

B.     As-needed Purchase of Passenger Car, Truck, and Heavy Equipment Tires | Multiple Firms

1.      Approved the award of agreements with Auburn Tire Service of Auburn, CA and Schultz Tire Factory of Auburn, CA for the as-needed purchase of passenger car, truck, bus, and heavy equipment tires and related tire services using a competitively awarded National Association of State Procurement Officials ValuePoint public agency cooperative contract in the maximum aggregate amount of $300,000 for the period of July 01, 2019 through June 30, 2020, funded by the FY 2019-20 Proposed Budget for the Department of Public Works Road Maintenance Division, Placer County Fire Department, and the Sheriff’s Office.

2.      Approved the option to renew the resulting agreements on a year-to-year basis for the term of the respective National Association of State Procurement Officials ValuePoint public agency cooperative contract not to extend beyond March 31, 2024, in the maximum aggregate amount of $300,000 annually.

3.      Authorized the Purchasing Manager to sign all required documents subject to departmental concurrence and available funding, and authorized change orders in the amount not to exceed $30,000 in aggregate, consistent with Placer County’s Procurement Policy. 

 

24.  PUBLIC WORKS

A.    North Tahoe Shared-Use Trail Project - Environmental and Preliminary Engineering Design services | Contract with Nichols Consulting Engineers of Reno, NV

1.    Authorized the Purchasing Manager, or designee, to award a contract under the existing Master Services Agreement with Nichols Consulting Engineers of Reno, NV for Environmental and Preliminary Engineering Design services for the North Tahoe Shared-Use Trail Project in the amount of $240,000, and to execute contract and change orders up to $10,000. The project is funded in the Department of Public Works FY 2019-20 Proposed Budget.

 

B.    Deferred Sewer Connection Fee Agreement | Hill Top Hospitality, LLC

1.    Approved a Deferred Sewer Connection Fee Agreement under the provisions of Placer County Code Section 13.12.240 (B) between the County of Placer and Hill Top Hospitality, LLC, for payment of sewer connection fees in the amount of $231,918.23 related to the Springhill Suites by Marriott on APN 053-103-055 and authorized the Director of Public Works, or designee, to execute the Agreement.

 

25.  REVENUE SHARINGIn approving the following appropriations, the Placer County Board of Supervisors makes the finding that each and every approved contribution serves a public purpose by promoting the general welfare of the County and its inhabitants; therefore, the County benefits.

 

A.    KidsFirst | Funding to Support Child Abuse Prevention Programs

1.    Approved appropriation of $1,000 in Revenue Sharing monies to KidsFirst as requested by Supervisor Weygandt ($500) and Supervisor Holmes ($500).

 

B.    Gold Country Wildlife Rescue | Funding to Support Animal Care

1.    Approved appropriation of $750 in Revenue Sharing monies to Gold Country Wildlife Rescue as requested by Supervisor Weygandt ($250) and Supervisor Holmes ($500).

 

C.    Assistance League of Greater Placer | Funding to Purchase School Supplies

1.    Approved appropriation of $1,000 in Revenue Sharing monies to Assistance League of Greater Placer as requested by Supervisor Weygandt ($250), Supervisor Holmes ($250), and Supervisor Uhler ($500).

A.     Unmanned Aircraft System Purchase | Master Fixed Asset List

1.    Approved a purchase of a Matrice 210 Unmanned Aircraft System from RMUS, LLC of Centerville, UT in the amount of $29,000.

Any document submitted for consideration shall be submitted to the Clerk of the Board of Supervisors, 175 Fulweiler Avenue, Auburn, CA 95603 no later than 5:00 p.m. the day before the scheduled meeting.  Any documentation submitted at any noticed videoconferencing site will become part of the official record, but will not be disseminated to the Board prior to the Board’s action.  NOTE: An alternate location may be offered as a courtesy for a Board meeting but may be closed due to inclement weather or may not be available if technology fails.
