1.    Conduct a Public Hearing to consider establishment of a new 40-acre Agricultural Preserve located at 235 Critter Creek Road in the Lincoln area;

2.    Determine the establishment of Agricultural Preserve PLN19-00108 is Categorically Exempt from environmental review pursuant to Section 15317 (Open space contracts or easements) of the California Environmental Quality Act Guidelines and Class 17, Section 18.36.190, of the Placer County Code (Open space contracts or easements);

3.    Adopt a Resolution to establish Agricultural Preserve PLN19-00108; and

4.    Authorize the Chair to execute Land Conservation Agreement PLN19-00108.

1.    Adopt a Resolution authorizing the execution of a six-year lease purchase agreement with Motorola, Inc. of Chicago, IL for 180 dual-band portable radios in an annual amount of $197,091 for a total amount including interest of $1,150,609.

2.    Authorize the Purchasing Manager to execute all required documents.

3.    Add the equipment to the Master Fixed Asset List.

 

7.    PROCUREMENT

A.    Purchase of a Larue T70 Self-Propelled Snowblower | SnoQuip Inc. of West Sacramento, CA

1.        Approve the award of a negotiated purchase order to SnoQuip Inc. of West Sacramento, CA for the purchase of one Larue T70 self-propelled snowblower in the total amount of $561,057. Funding is provided by the Department of Public Works Road Maintenance Division in the FY 2019-20 Final Budget.

2.    Authorize the Purchasing Manager to sign all required documents.

 

 

B.    Bulk Fuel and Automotive Oil Products | Hunt and Sons Inc. of Sacramento, CA

1.    Approve the award of competitive Bid No. 20005 to Hunt and Sons Inc. of Sacramento, CA for bulk fuel, automotive oil, and related products in the maximum amount of $2,325,000 for the period of November 01, 2019 through September 30, 2020.

2.    Approve an option to renew the agreement for four (4) additional one-year terms in the maximum amount of $2,325,000 annually, authorize change orders up to a maximum cumulative amount of $100,000, consistent with Placer County’s Procurement Policy, and authorize the Purchasing Manager to sign all required documents subject to departmental concurrence and available funding.

 

C.    Park Landscaping and Grounds Maintenance Services | Cagwin & Dorward of Novato, CA

1.    Approve an increase to the existing contract with Cagwin & Dorward of Novato, CA for countywide park landscaping and grounds maintenance services, in the amount of $352,000, increasing the maximum amount to $1,265,000 for the period through June 30, 2020.

2.    Approve an option to renew the contract for one additional one-year period in the amount of $1,265,000 and authorize change orders not to exceed $100,000, consistent with the Procurement Policy.

3.    Authorize the Purchasing Manager to sign all required documents, subject to departmental concurrence and available funding.

 

8.    PUBLIC WORKS

A.    Tree Mortality Removal Project | All Phase Land Clearing, Inc. of Nevada City, CA

1.    Adopt a Resolution authorizing the Purchasing Manager, or designee, to enter into an agreement with All Phase Land Clearing, Inc. of Nevada City, CA to remove 895 trees in the amount of $851,500 funded by the Office of Emergency Services and authorize the Purchasing Manager to sign all required documents and authorize any required change orders not to exceed $55,075 consistent with the Public Contract Code.

 

 9.   HEALTH AND HUMAN SERVICES

A.    Purchase and Operate Mental Health Services Act (MHSA) Permanent Supportive Housing in Tahoe Area | Contract with Advocates for Mentally Ill Housing, Inc. (AMIH)  

1.    Approve award of competitive Request for Proposal (RFP) No. 100119 to Advocates for Mentally Ill Housing, Inc. to purchase and operate Permanent Supportive Housing in the Tahoe Region of Placer County.

2.    Approve an agreement related to RFP No. 100119 with Advocates for Mentally Ill Housing, Inc. to purchase and operate MHSA Permanent Supportive Housing from October 01, 2019 through June 30, 2022 for a total amount not to exceed $1,160,000, and authorize the Director of Health and Human Services to execute the agreement with Risk Management and County Counsel concurrence and to sign subsequent amendments up to $100,000 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.

3.    Approve a deed restriction to Advocates for Mentally Ill Housing, Inc. (AMIH) in favor of the County for any property purchased by AMIH with county funds for a 55-year period from recordation and authorize the Director of Health and Human Services or Director of Public Works to execute the agreement with Risk Management and County Counsel concurrence.

 

 

B.    Purchase and Operate Permanent Supportive Housing | Contracts with Advocates for Mentally Ill Housing, Inc. and The Gathering Inn

1.    Approve award of competitive Request for Proposal (RFP) No. 100121 to Advocates for Mentally Ill Housing, Inc. (AMIH) and to The Gathering Inn (TGI) to purchase and operate Permanent Supportive Housing in Placer County, not including the Tahoe Region.

2.    Approve an agreement related to RFP No. 100121 with AMIH to purchase and operate Permanent Supportive Housing from October 01, 2019, through September 30, 2022, for a total amount not to exceed $2,070,462 and authorize the Director of Health and Human Services to execute the agreement with Risk Management and County Counsel concurrence and to sign amendments not to exceed $100,000 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.

3.    Approve the deed restriction form to AMIH in favor of the County for any property purchased by AMIH with county funds for a 55-year period from recordation and authorize the Director of Health and Human Services or the Director of Public Works to accept and sign the deed restriction(s) with Risk Management and County Counsel concurrence.

1.    Approve the eighth amendment with the California Department of Justice for forensic alcohol testing, toxicological drug and solid dosage analysis. Also approve the reimbursement of a criminalist for the period of July 01, 2019 through June 30, 2020, in the amount of $121,680 and authorize the District Attorney to execute other required documents.

1.    Approve the reappointment of Michelle Nevins to Seat # 2, representing District 2 on the Placer County Older Adult Advisory Commission.

 

17.  COMMUNITY DEVELOPMENT RESOURCES AGENCY

A.    Planning Grant Program Application | State of California Department of Housing and Community Development

1.    Adopt a Resolution authorizing submittal of a Planning Grants Program (PGP) Application to the State of California Department of Housing and Community Development for an amount of $310,000.

2.    Authorize the Agency Director to enter into, execute, and deliver a State of California Standard Agreement for the requested amount of $310,000, as well as any and all other documents required or deemed necessary or appropriate to evidence and secure the PGP grant, the County’s obligations related thereto, and all amendments thereto.

 

18.  COUNTY EXECUTIVE

A.    Placer County Visitors Bureau | Contract Amendment

1.    Authorize the County Executive Officer, or designee, to execute a First Amendment to the 2018-2020 Agreement with the Placer County Visitors Bureau, adding an additional task to the Scope of Work and increasing the current Agreement by $15,000. The amount of the contract shall not exceed $390,000 for fiscal year 2019-2020. Total amount of the two-year contract shall not exceed $765,000. Funding for the amendment is provided in the FY 2019-20 Final Budget.

 

B.    Unclassified Employee Step Increases

1.    The County Executive Officer recommends the approval of step increase for:

a.    Clayton Cook, Deputy County Counsel – III, County Counsel, from Grade 457, Step 4 at $65.04 per hour to Grade 457, Step 5 at $68.29 per hour, effective August 03, 2019

 

C.    Adoption of Ordinance Amending Allocation of Positions

1.    Adopt an Ordinance, introduced September 24, 2019, amending the personnel allocations of various departments to reflect allocation changes approved with the FY 2019-20 Final Budget.

 

19.  HEALTH AND HUMAN SERVICES

A.    Medication Assisted Treatment Services | Contract with California Forensic Medical Group, Inc.

1.    Approve an agreement with California Forensic Medical Group, Inc. (CFMG) for medication assisted treatment services in an amount not to exceed $75,815 for the period of September 1, 2019 through January 31, 2020, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and sign subsequent amendments up to $7,581 consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.

 

B.    Appointment of Placer County Health Officer

1.    Appoint Dr. Aimee Sisson as the Placer County Health Officer, at Step 2 of Salary Grade MNGT 508, effective October 21, 2019.

 

C.    Commendation | Dr. Robert Oldham for Outstanding Service to Placer County

1.    Approve a Commendation honoring Dr. Robert Oldham, MD, MSHA, Health and Human Services Department, Public Health Officer/Health Director, for outstanding service to Placer County.

 

20.  HUMAN RESOURCES

A.    Abolishment of Various Obsolete Classifications

1.    Adopt an Ordinance, introduced September 24, 2019, to amend the uncodified Schedule of Classifications and Compensation Ordinance to abolish various obsolete classifications.

 

B.    Update to the Administrative Services Officer Classification Series

1.    Adopt an Ordinance, introduced September 24, 2019, amending the un-codified Schedule of Classifications and Compensation Ordinance and the un-codified Allocation of Positions to Departments Ordinance related to the changes in the Administrative Services Officer series approved by the Civil Service Commission at its September 9, 2019 meeting.

 

C.    Update to the Health Educator Classification Series

1.    Adopt an Ordinance, introduced September 24, 2019, amending the un-codified Schedule of Classifications and Compensation Ordinance and the un-codified Allocation of Positions to Departments Ordinance related to the changes to the Health Educator series approved by the Civil Service Commission at its September 9, 2019 meeting.

 

D.    Updates to Salaries for Various Management Classifications

1.    Adopt an Ordinance, introduced September 24, 2019, amending the un-codified Schedule of Classifications and Compensation Ordinance to:

a.    Revise the salary grades of the Risk Management Administrator and County Surveyor classifications to mitigate compaction;

b.    Revise the salary grade of the Veteran Services Officer classification to reflect organizational changes; and

c.    Revise salary grade SPCD 950 to reflect wage increases for the Director of Air Pollution Control classification, as approved by the Air Pollution Control Board.

 

E.    Creation of New Psychiatrist and Chief Psychiatrist Classifications

1.    Adopt an Ordinance, introduced September 24, 2019, amending the un-codified Schedule of Classifications and Compensation Ordinance and the un-codified Allocation of Positions to Departments Ordinance to:

a.    Create the flexibly-allocated classification of Psychiatrist-Board Eligible, salary grade UNCL 70 ($16,761 - $20,933.46 monthly)/Psychiatrist-Board Certified, salary grade UNCL 75 ($18,856.93 - $23,550.80 monthly); and

b.    Create the classification of Chief Psychiatrist, salary grade MNGT 534 ($20,945.60 - $25,459.20 monthly).

2.    Adopt an Ordinance, introduced September 24, 2019, amending the un-codified Compensation Adjustments for Health and Human Services Psychiatrists Ordinance to reflect the new classifications.

3.    Adopt an Ordinance, introduced September 24, 2019, amending Chapter 3, Section 3.12.030 of the Placer County Code to revise unclassified salary and benefit notations.

 

21.  LIBRARY  

A.    Self-Service Check-out Vending Kiosk | Budget Revision

1.    Approve a Budget Revision and amend the Fiscal Year 2019-20 Master Fixed Asset List to add a self-service vending kiosk to the County Library’s Master Fixed Asset List in the amount of $8,550.

 

22.  PROCUREMENT - In accordance with County Policy, non-contested competitively awarded bids under $400,000 are placed on the Consent Agenda.

 

A.    Placer County Dial-A-Ride Contract Extension | MV Transportation Inc.

1.    Authorize the extension of the existing contract with MV Transportation Inc to operate Placer County Dial-A-Ride for an additional sixty days through December 31, 2019 for an increased amount of $210,000 resulting in an aggregate contract amount of $1,376,026. This project is included in the Department of Public Works FY 2019-20 Final Budget.

2.    Authorize the Director of Public works of his designee to sign all required documents.

 

B.    Purchase of a Server | Telesonics, Inc. dba Sonitrol of Sacramento, CA

1.    Approve a Budget Revision in the amount of $18,750 within the appropriate accounts of the District Attorney’s Office and Probation Department’s FY 2019-20 Final Budget.

2.    Add the server to the County’s FY 2019-20 Master Fixed Asset List.

3.    Approve a purchase order with Telesonics, Inc. dba Sonitrol of Sacramento, CA for the acquisition of the server in the maximum amount of $18,750. Funding is provided by the District Attorney’s Office and Probation’s FY 2019-20 Final Budget.

4.    Authorize the Purchasing Manager to sign all required documents.

 

23.  PUBLIC WORKS

A.    Road Maintenance Services for French Meadows Forest Restoration Project | Contract with Robinson Enterprises Inc.

1.    Approve the award of a Contract to Robinson Enterprises Inc. in a not to exceed amount of $174,510 to perform road maintenance as part of the French Meadows Forest Restoration Project, and authorize the Director of Public Works, or designee, to execute the Contract and any change orders up to 10 percent of the individual Contract amount.

 

B.    Tree Thinning Services for French Meadows Forest Restoration Project | Contract with Tree MD

1.    Approve the award of a Contract to Tree MD in a not to exceed amount of $205,000 to perform large tree thinning in campgrounds as part of the French Meadows Forest Restoration Project, and authorize the Director of Public Works, or designee, to execute the Contract and any change orders up to 10 percent of the individual Contract amount.

 

C.    Speed Restrictions on Sugar Pine Reservoir | Ordinance Adoption

1.    Adopt an Ordinance, introduced on September 24, 2019, to amend Chapter 12, Article 12.28, Section 12.28.140 related to speed restrictions on Sugar Pine Reservoir.

 

D.    Bear River Campground Fuel Break - Sierra Nevada Watershed Improvement Program | Grant Application with Sierra Nevada Conservancy

1.    Adopt a Resolution authorizing the Director of Public Works, or designee, to submit a grant application to the Sierra Nevada Conservancy for $350,000 in grant funds under the Sierra Nevada Watershed Improvement Program and, if awarded, to execute and manage all grant-related obligations.

 

24.  REVENUE SHARINGIn approving the following appropriations, the Placer County Board of Supervisors makes the finding that each and every approved contribution serves a public purpose by promoting the general welfare of the County and its inhabitants; therefore, the County benefits.

 

A.    Placer County Law Enforcement Chaplaincy Fundraising Event | Funding to Offset the Cost of the Event

1.    Approve appropriation of $1,250 in Revenue Sharing monies to support the fundraising event hosted by the Placer County Law Enforcement Chaplaincy as requested by Supervisor Gore ($250), Supervisor Weygandt ($250), Supervisor Holmes ($250), Supervisor Uhler ($250) and Supervisor Gustafson ($250).

 

B.    Auburn State Theatre Fundraising Event | Funding Used to Offset the Cost of the Event

1.    Approve appropriation of $900 in Revenue Sharing monies to support the Auburn State Theatre – Cocktails and Cinema fundraising event as requested by Supervisor Weygandt ($150), Supervisor Holmes ($500) and Supervisor Gustafson ($250).

 

25.  SHERIFF

A.    Purchase of Auburn Jail Live Video System | Budget Revision

1.    Approve the purchase of three (3) servers and one (1) video monitoring computer workstation for the total amount of $51,000 from Sonitrol of Sacramento, CA to upgrade the Auburn Jail video surveillance system

2.    Approve a Budget Revision to move $51,000 within the Sheriff’s FY 2019-20 Final Budget

3.    Authorize the Purchasing Manager to execute all related documents

4.    Add the equipment to the Master Fixed Asset List

 

26.  TREASURER-TAX COLLECTOR

A.    Temporary Borrowing of Treasury funds for Dry Period Financing

1.    Approve the temporary borrowing of Treasury funds for FY 2019-20 by the South Placer Fire District ($2,0000,000) and the Sierra Joint Community College District ($25,000,000) as prescribed by the California State Constitution.
