A.    New Inflation Adjustment Period of the Fire Facilities Impact Fee Study | North Tahoe Fire Protection District

1.    Adopted Resolution 2019-213 approving the North Tahoe Fire Protection District New Inflation Adjustment Period of the Fire Facilities Impact Fee Study to Calculate the Annual Mitigation Fee Increase. The Board directed the minutes reflect that the reference and discussion of vacation rental in the staff report (pg. 221 of the agenda packet) is to be deleted.

1.) Supervisor Gustafson provided a T.R.P.A. update and the discussion on short term rental impacts 2.) Supervisor Gore provided a S.A.C.O.G. update and expressed the need of working together with S.A.C.O.G. members who represent the Cities within Placer County and the need to discuss how working together on shared issues on S.A.C.O.G. 3.) Todd Leopold provided an update on the Public Safety Power Shutoff and noted that it’s a continuous issue.

1.      Received an informational presentation, accepted community input and provided direction on a potential pilot program to implement free transit to Tahoe Truckee Area Regional Transit passengers for routes in eastern Placer County.

A.     Truckee Fire Protection District Request for Voluntary Property Tax Exchange Agreement

1.      Conducted a Public Hearing adopted Resolution 2019-211 to approve a voluntary property tax exchange agreement with the Truckee Fire Protection District and authorized the County Executive Officer to execute the agreement.

1.    Introduced an Ordinance, waived oral reading, amending the un-codified Schedule of Classifications and Compensation Ordinance and the un-codified Allocation of Positions to Departments Ordinance related to the changes in the Administrative Services Officer series approved by the Civil Service Commission at its September 09, 2019 meeting.

A.    Tree Mortality Removal Project | Agreement with Dowling Underground & Networking Inc. dba Tree MD

1.    Adopted Resolution 2019-212 approving and authorizing the Purchasing Manager, or designee, to execute an agreement with Dowling Underground & Networking Inc. dba Tree MD, of Foresthill, CA to remove 760 dead or dying trees in the amount of $966,445 funded by the Office of Emergency Services and authorized the Purchasing Manager to sign all required documents and authorized any required change orders in an amount not to exceed $60,822.25 consistent with the Public Contract Code.

B.    Truckee River Watershed Water Quality Monitoring Services | Consulting Contract with CDM Smith, Inc.  

1.    Awarded Request for Proposal No. 100332 to CDM Smith, Inc. for consulting services for the continuation of Truckee River Watershed water quality monitoring services.

2.    Authorized the Director of Public Works, or designee, to enter into a contract with CDM Smith, Inc. in the amount of $512,863 for consulting services from October 01, 2019 through September 30, 2021, upon County Counsel and Risk Management concurrence; and to extend the contract for an additional two-year monitoring period (through September 30, 2023) at a negotiated amount not to exceed $300,000 per year.

11.  COUNTY COUNSEL

A.    Placer County Conservation Plan | Contract Amendment for Legal Services with Resources Law Group, LLC.

1.    Approved the amendment to CN013539 for professional legal services provided by Resources Law Group, LLC for the necessary legal services related to the preparation of the Placer County Conservation Plan in the amount of $200,000, increasing the maximum amount to $900,000.

 

12.  COUNTY EXECUTIVE

1.    The Board approved step increase for:

a.    Elise Nelson, Deputy County Counsel – I, County Counsel, from Grade 437, Step 4 at $53.28 per hour to Grade 437, Step 5 at $55.95 per hour, effective PP 11, October 26, 2019.

 

13.  HUMAN RESOURCES

A.    Amendment of Various Sections of Placer County Code Chapter 3

1.    Adopted Ordinance 5986-B, introduced October 08, 2019, to amend sections 3.04.610 and 3.12.080 of the Placer County Code to align with current labor agreements and the implementation of Salary Range B.

 

14.  PUBLIC WORKS

A.    Bridge Replacement Project on Crosby Herold Road over Doty Creek | Initial Study/Mitigated Negative Declaration

1.    Adopted Resolution 2019-215 approving the Initial Study/Mitigated Negative Declaration (State Clearinghouse No. 2019089087) with the required findings and mitigations for the bridge replacement project on Crosby Herold Road over Doty Ravine.

 

15.  REVENUE SHARINGIn approving the following appropriations, the Placer County Board of Supervisors makes the finding that each and every approved contribution serves a public purpose by promoting the general welfare of the County and its inhabitants; therefore, the County benefits.

 

A.    Placer High FFA/Ag Booster Club, 90th Anniversary Dinner and Barn Dance fundraising event | Funding used to offset the cost of the event

1.    Approved appropriation of $750 in Revenue Sharing monies to support the Placer High FFA/Ag Booster Club, 90th Anniversary Dinner and Barn Dance fundraising event as requested by Supervisor Holmes ($500) and Supervisor Gustafson ($250).

 

B.    Sierra Community House, Tahoe Chocolate and Wine Festival fundraising event | Funding used to offset the cost of the event

1.    Approved appropriation of $1,000 in Revenue Sharing monies to support the Sierra Community House, Tahoe Chocolate and Wine Festival fundraising event as requested by Supervisor Gustafson ($1,000).

 

C.    Sierra Senior Services “Meals on Wheels”, Spaghetti Dinner and Bingo fundraising event | Funding used to offset the cost of the facility rental for the event

1.    Approved appropriation of $750 in Revenue Sharing monies to support the Sierra Senior Services “Meals on Wheels”, Spaghetti Dinner and Bingo fundraising event as requested by Supervisor Uhler ($250) and Supervisor Gustafson ($500).

 

D.    The Lazarus Project, St. Patrick’s Dinner fundraising event | Funding used to offset the cost of the event

1.    Approved appropriation of $1,250 in Revenue Sharing monies to support The Lazarus Project, St. Patrick’s Dinner fundraising event as requested by Supervisor Gore ($500), Supervisor Weygandt ($250) and Supervisor Uhler ($500).
