CONSENT AGENDA: All items on the Consent Agenda have been recommended for approval by the County Executive Department.  All items will be approved by a single roll call vote.  Anyone may ask to address Consent items prior to the Board taking action, and the item may be moved for discussion.

 

PUBLIC COMMENT:  Persons may address the Board on items not on this agenda.  Please limit comments to 3 minutes per person since the time allocated for Public Comment is 15 minutes.  If all comments cannot be heard within the 15-minute time limit, the Public Comment period will be taken up at the end of the regular session.  The Board is not permitted to take any action on items addressed under Public Comment.

 1.   COUNTY EXECUTIVE

A.    Placer County 2020 Legislative Advocacy

1     Receive a presentation from our State and Federal Advocates SYASL Partners (Formerly Shaw/Yoder/Antwih) and Holland and Knight.

2.    Provide staff direction on the 2020 draft Legislative Platform for final approval in early 2020.

 2.   COMMUNITY DEVELOPMENT RESOURCES AGENCY

A.    Sunset Area Plan and Placer Ranch Specific Plan

1.    Conduct a Public Hearing to consider a recommendation from the Placer County Planning Commission for approval of the following:

a.    Adopt a Resolution certifying the Sunset Area Plan/Placer Ranch Specific Plan Final Environmental Impact Report (SCH#2016112012) and Errata prepared pursuant to the California Environmental Quality Act, and adopt the Mitigation Monitoring Reporting Program supported by and incorporating by reference in its entirety the Findings of Fact and Statement of Overriding Considerations.

b.    Adopt a Resolution to amend the Placer County General Plan to revise the Introduction Section, and Figures 1, 1-1, and 1-2 to expand the SAP boundary to include 325 acres to the west; to revise Table 1-1 to outline the relationship between the Placer Ranch Specific Plan and General Plan land use designations; to revise Table 1-2 to allow the Sunset Area Plan and Placer Ranch Specific Plan to establish development standards that allow for densities up to 30 dwelling units per acre; and to revise the Public Facility standards in Table 1-5 and Policy 4.G.11 regarding proximity of residential uses to solid waste disposal sites supported by the findings set forth in this report and included in said resolution.

c.    Adopt a Resolution to supersede the Sunset Industrial Area Plan and replace it with the Sunset Area Plan supported by the findings set forth in this report and included in said resolution.

d.    Adopt an Ordinance to approve the Sunset Area Plan Implementing Zoning Regulations and Errata supported by the findings in this report and in said ordinance.

e.    Adopt an Ordinance rezoning property within the Sunset Area Plan supported by the findings set forth in said ordinance.

f.     Adopt a Resolution approving the Placer Ranch Specific Plan supported by the findings in this report and included in said resolution.

h.    Adopt an Ordinance approving the Placer Ranch Specific Plan Development Standards supported by the findings in this report and in said ordinance.

i.      Adopt a Resolution approving the Placer Ranch Specific Plan Design Guidelines supported by the findings set forth in this report and in said resolution.

j.      Adopt an Ordinance rezoning all acreage within the Placer Ranch Specific Plan from the current zoning to SPL-PRSP supported by the findings in this report and in said ordinance.

k.    Adopt an Ordinance approving the Placer Ranch Specific Plan Development Agreement supported by the findings in this report and included in said ordinance.

l.      Approve the Placer Ranch Specific Plan Large-Lot Vesting Tentative Map supported by the findings in this report and subject to the Conditions of Approval.

m.   Receive and accept the Placer Ranch Specific Plan Public Facilities Financing Plan.

 3.   PUBLIC WORKS

A.    Sunset Capital Improvement Program Update

1.    Conduct a Public Hearing and adopt a Resolution to modify the Sunset Capital Improvement Program to reflect a comprehensive update to the infrastructure projects and costs included in the Capital Improvement Program and approve a Nexus Analysis for the Sunset Traffic Impact Mitigation Fee District.

 4.   COUNTY EXECUTIVE  

A.    Memorandum of Understanding with the Western Placer Waste Management Authority

1.    Authorize the County Executive Officer or designee to execute a Memorandum of Understanding with the Western Placer Waste Management Authority over the proposed Sunset Area Plan and Placer Ranch Specific Plan.
