2. Approved a Budget Amendment #AM-00426 to move $25,500 within the Sheriff’s Office FY 2020-21 Final Budget in the Off-Highway Vehicle Program.
3. Authorized the Purchasing Manager to execute resulting purchase orders and related documents.

2. Conducted a public hearing and adopted Resolution 2021-024 establishing a fee schedule for pier encroachment permit fees.

A. Appeal of the Planning Commission’s Denial of the Crowley Setback Variance (PLN20-00002)
1. Conducted a Public Hearing to consider an appeal filed by the property owners, Rick and Corinn Crowley.
At the conclusion of the Public Hearing, the Chair closed the public hearing. Following deliberation, the Board tentatively granted the appeal and directed staff return with the CEQA determination and findings to support the grant of the variances consistent with Board comments and any necessary conditions of approval. The Board continued the matter to 9:15am on March 9, 2021.

A. Unclassified Employee Step Increase
1. The Board approved step increases for:
a. Daniel Chatigny, Finance Budget Operations Manager—CEO, from Grade 468, Step 3 at $70.46 per hour to Grade 468, Step 4, Range A at $73.99 per hour, effective August 15, 2020.
b. Stephen C. Newsom, Director of Facilities Management—Facilities Management, from Grade 657, Step 3 at $78.58 per hour to Grade 657, Step 4 at $82.50 per hour, effective February 13, 2021.
15. HEALTH AND HUMAN SERVICES
A. Behavioral Health Services | Single Case Agreements
1. Adopted Resolution 2021-021 authorizing the Director of Health and Human Services to execute Single Case Agreements for health treatment in amounts not to exceed $100,000 for a term not to exceed one year.
1. Ratified execution of a single case agreement with Discovery Behavioral Health for Residential Treatment eating disorder services beginning January 25, 2021, through July 25, 2021, in an amount not to exceed $100,000, and authorized the Director of Health and Human Services to sign subsequent amendments up to $10,000, consistent with each agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
C. COVID-19 Vaccine Communication Services | Agreement with placer Community Foundation
1. Approved an agreement with Placer Community Foundation to provide COVID-19 vaccine communication services to less advantaged neighborhoods, as defined by the California Healthy Places Index (HPI) lowest quartile census tracts, in an amount not to exceed $95,000 from January 18, 2021 through June 30, 2021, and authorized the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and to sign subsequent amendments not to exceed $5,000, consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.

A. Abolishment of obsolete classifications
1. Adopted Ordinance 6067-B, introduced January 26, 2021, to amend the uncodified Schedule of Classifications and Compensation Ordinance to abolish obsolete classifications.
B. Amendment of Various Sections of Placer County Code Chapter 3
1. Adopted Ordinance 6068-B, introduced January 26, 2021, to amend various sections of Chapter 3 of the Placer County Code to update policies and achieve alignment with current labor agreements, recent classification updates, and current practice.
C. Levenfeld Winter, LLP Professional Services Agreement Amendment
1. Authorized the County Executive Officer to sign a first amendment to increase the professional services agreement, SCN102853, with Levenfeld Winter, LLP to provide Placer County investigative services in the amount of $150,000, for a total contract amount of $250,000.
