The board meeting will be open to in-person attendance. To remain in compliance with the state’s public health guidance, the county will limit in-person attendance to just 25% of the room’s capacity and will require 6 feet of social distancing inside and outside the meeting room. There will be no standing room allowed in the meeting room. If all seats are occupied, citizens will be asked to wait outside.  Due to the reduced capacity, we ask that citizens only be in the meeting room during the item they wish to participate on and then leave to allow others to participate in the meeting room.  The entire meeting will be available on livestream.

1.    Conduct a Public Hearing to hear and consider protests, if any, to the annexation of the Winding Creek property, located on the west side of Cook Riolo road between Vineyard Road and PFE Road in West Placer (APN 023-240-081-000), into the boundaries of County Service Area No. 28, Zone of Benefit 169 Dry Creek Park, and determine whether written protests to the annexation have been received from a majority of property owners who own more than 50 percent of the assessed value of all taxable property in the proposed zone.

2.    Adopt a Resolution annexing Winding Creek Subdivision (PLN19-00189) APNs 023-240-081-000 into County Service Area No. 28, Zone of Benefit 169 Dry Creek Park, and imposing an annual assessment of $603.73 per parcel, plus an annual cost of living modification to be first implemented in FY 2021-22 for park and trail development, maintenance of parks, trails, open space, and landscape medians, and administration for all parcels that are or will be a part of Winding Creek Subdivision.

A.    Housing Trust Placer Funding Agreement

1.    Approve a multi-phase Funding Agreement with Housing Trust Placer that provides funding in two phases; $75,000 to assist in start-up operations and planning efforts and, a subsequent $500,000 as a cash match for affordable housing projects and programs.

2.    Authorize the Community Development Resource Agency Director, or designee, to execute the Agreement upon County Counsel and Risk Management concurrence, and to take all actions necessary to implement the Agreement, including release of any authorized funds.

3.    Authorize the Community Development Resource Agency staff to move the $500,000 from FY 2020-21 CDRA Final Budget into the County’s Housing Trust Fund.

A.    Baseline Commercial Center – General Plan Amendment – Rezone, Tentative Parcel Map, Conditional Use Permit and Minor Boundary Line Adjustment (PLN20-00103), Mitigated Negative Declaration

1.    Conduct a Public Hearing to consider a recommendation from the Placer County Planning Commission for approval of the following:

a.    Adopt the Mitigated Negative Declaration and Mitigation Monitoring Program (SCH #2021020058) prepared pursuant to the California Environmental Quality Act.

b.    Adopt a Resolution to amend the Dry Creek West Placer Community Plan land use designation of the Baseline Commercial Center project site from Rural Low Density Residential (RLDR 1-2.3 ac. min.) to Commercial (C). The existing DCWPCP land use designation for the southeast remaining parcel would not be altered.

c.    Adopt an Ordinance to rezone the Baseline Commercial Center project site from RS-AG-B-40 PD = 1 (Residential Single Family, combining Agriculture, combining minimum Building Site of 40,000 square feet, combining Planned Residential Development of 1 unit/acre) to CPD-UP-Dc (Commercial Planned Development, combining Use Permit, combining Design Scenic Corridor). The zoning for the southeast remaining parcel would not be altered.

d.    Approve a Minor Boundary Line Adjustment to combine 0.8 acres of APN 023-221-020-000 with the six-acre APN 023-221-021-000 to create the 6.8-acre project site and a 1.1 acre parcel.

e.    Approve a Tentative Parcel Map for the subdivision of the 6.8-acre site into seven lots for commercial development.

f.     Approve a Conditional Use Permit to allow the proposed project and uses within the CPD zoning district.

2.    Close the Public Hearing, take final action on the above, the County’s first 2022 General Plan amendment round.

C.    Resolution of Intention to Set Public Hearing | Annexation of Kaiger Property into Sewer Maintenance District 2

1.    Adopt a Resolution of Intention to set a public hearing at 9:00 a.m., or as soon thereafter on June 8, 2021, to consider annexation of the property of Eddie Kaiger, located east of Auburn Folsom Road on Eden Roc Drive in Granite Bay (APN 036-171-035-000), into the boundaries of Sewer Maintenance District 2 to provide sewer service.

 

D.    Resolution of Intention to Set Public Hearing | Dissolution of Zone of Benefit 6 - Sheridan Sewer in County Service Area 28

1.    Adopt a Resolution of Intention to set a public hearing at 9:00 a.m., or as soon thereafter on June 8, 2021, to consider the dissolution of Zone of Benefit 6 - Sheridan Sewer in County Service Area 28, consisting of 278 parcels located generally east of Highway 65 in the community of Sheridan.

2.    Adopt a Resolution of Intention to set a public hearing at 9:00 a.m., or as soon thereafter on June 8, 2021, to consider the annexation of all parcels consisting of 834 acres located within the boundaries of County Service Area 28, Zone of Benefit 6 – Sheridan Sewer, a total of 278 parcels, into the boundaries of Sewer Maintenance District 1.

 

29.  REVENUE SHARINGIn approving the following appropriations, the Placer County Board of Supervisors makes the finding that each and every approved contribution serves a public purpose by promoting the general welfare of the County and its inhabitants; therefore, the County benefits.

 

A.    Auburn Host Lions Club, Charity Golf Tournament

1.    Approve appropriation of $400 in Revenue Sharing monies to the Auburn Host Lions Club as requested by Supervisor Holmes ($250) and Supervisor Gustafson ($150).

 

B.    Koinonia Foster Homes, Inc., Homes for Teens

1.    Approve appropriation of $3,500 in Revenue Sharing monies to Koinonia Foster Homes, Inc., Homes for Teens as requested by Supervisor Gore ($1,000), Supervisor Weygandt ($500), Supervisor Holmes ($1,000), Supervisor Jones ($500) and Supervisor Gustafson ($500).

 

C.    North Tahoe Business Association, Music on the Beach, Virtual Vibes 2021

1.    Approve appropriation of $2,050 in Revenue Sharing monies to the North Tahoe Business Association as requested by Supervisor Holmes ($250), Supervisor Jones ($300) and Supervisor Gustafson ($1,500).

 

30.  SUCCESSOR AGENCY

A.    Placer County Successor Agency Signature Authority

1.    Adopt a Resolution delegating authority to the Placer County Executive Officer, or designee, to serve as the representative of the Placer County Successor Agency for purposes of entering into and modifying contracts on behalf of the Placer County Successor Agency.

 

31.  TREASURER TAX-COLLECTOR

A.    Western Placer Unified School District 2021 Tax and Revenue Anticipation Note

1.    Adopt a Resolution providing for the temporary borrowing of funds through the issuance of 2021 Tax and Revenue Anticipation Notes (TRAN) in the name of Western Placer Unified School District in a principal amount not to exceed twenty million dollars ($20,000,000).
