The board meeting will be open to in-person attendance. To remain in compliance with the state’s public health guidance, the county will limit in-person attendance to just 25% of the room’s capacity and will require 6 feet of social distancing inside and outside the meeting room. A. Housing Trust Placer Funding Agreement
1. Approve a multi-phase Funding Agreement with Housing Trust Placer that provides funding in two phases; $75,000 to assist in start-up operations and planning efforts and, a subsequent $500,000 as a cash match for affordable housing projects and programs.
2. Authorize the Community Development Resource Agency Director, or designee, to execute the Agreement upon County Counsel and Risk Management concurrence, and to take all actions necessary to implement the Agreement, including release of any authorized funds.
3. Authorize the Community Development Resource Agency staff to move the $500,000 from FY 2020-21 CDRA Final Budget into the County’s Housing Trust Fund.

A. 2021 Annual Adjustment of Fire Facilities Impact Fee
1. Adopt a resolution for the Placer County Fire Facilities Impact Fee to affirm usage of the average of the change in the San Francisco Construction Cost Index (CCI) and the 20-City Average CCI as reported in the Engineering News-Record as the basis for annual adjustment, and to approve an annual adjustment for the 2021/2022 fiscal year.

A. Revisions to North Lake Tahoe Economic Development Incentives Program
1. Receive a presentation from county staff on proposed amendments to the North Lake Tahoe Economic Development Incentives Program (“Incentives Program”).
2. Approve proposed amendments to the Incentives Program as set forth in the staff report.
3. Authorize the County Executive Officer, or designee, to update the Incentives Program, after review and approval by County Counsel, consistent with proposed amendments.
14. COMMUNITY DEVELOPMENT RESOURCE AGENCY
1. Conduct a Public Hearing to consider a recommendation from the Placer County Planning Commission for approval of the following:
a. Adopt the Mitigated Negative Declaration and Mitigation Monitoring Program (SCH #2021020058) prepared pursuant to the California Environmental Quality Act.
b. Adopt a Resolution to amend the Dry Creek West Placer Community Plan land use designation of the Baseline Commercial Center project site from Rural Low Density Residential (RLDR 1-2.3 ac. min.) to Commercial (C). The existing DCWPCP land use designation for the southeast remaining parcel would not be altered.
c. Adopt an Ordinance to rezone the Baseline Commercial Center project site from RS-AG-B-40 PD = 1 (Residential Single Family, combining Agriculture, combining minimum Building Site of 40,000 square feet, combining Planned Residential Development of 1 unit/acre) to CPD-UP-Dc (Commercial Planned Development, combining Use Permit, combining Design Scenic Corridor). The zoning for the southeast remaining parcel would not be altered.
d. Approve a Minor Boundary Line Adjustment to combine 0.8 acres of APN 023-221-020-000 with the six-acre APN 023-221-021-000 to create the 6.8-acre project site and a 1.1 acre parcel.
e. Approve a Tentative Parcel Map for the subdivision of the 6.8-acre site into seven lots for commercial development.
f. Approve a Conditional Use Permit to allow the proposed project and uses within the CPD zoning district.
2. Close the Public Hearing, take final action on the above, the County’s first 2022 General Plan amendment round.

1. Adopt a Resolution authorizing the Agricultural Commissioner to extend a post-retirement offer of employment to Brett Storey prior to completion of the California Public Employees’ Retirement System 180-day required waiting period.
16. FACILITIES MANAGEMENT
1. Approve the Contract for the Design and Construction of the Placer County Health and Human Services Center, Project No. PJ00113, located at the Placer County Government Center in North Auburn, with Turner Construction Company in the amount of $79,789,777, and delegate authority to the Director of Facilities Management, or designee, to approve any necessary change orders in an amount not to exceed $210,000 consistent with Section 20142 of the Public Contract Code.
B. Third Amendment to Exclusive Right to Negotiate a Developer Agreement with The Related Companies of California, LLC | Potential Dollar Creek Crossing Housing Project, Tahoe City, California
1. Approve the Third Amendment to the Exclusive Right to Negotiate a Developer Agreement with The Related Companies of California, LLC, a California limited liability company for the potential Dollar Creek Crossing Housing Project at 3205 and 3225 North Lake Blvd., Tahoe City and authorize the Director of Facilities Management, or designee, to execute the Amendment and to take all necessary actions to implement the

1. Approve a contract with Uplift Family Services in the amount of $695,130 for Therapeutic Behavioral Support and Specialty Mental Health Services for the period of July 1, 2021 through June 30, 2022 and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence and any subsequent amendments not to exceed $69,513 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.

Approve a contract with Uplift Family Services for July 1, 2021, through June 30, 2022, to provide specialty mental health, psycho-educational, crisis intervention and follow-up, and outreach and engagement services to youth and families, in a total amount not to exceed $1,466,020 and authorize the Director of Health and Human Services to sign the contract with Risk Management and County Counsel concurrence, and to sign subsequent amendments up to $100,000 consistent with the current agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
C. Emergency and Traditional Foster Care | Contract with Koinonia Foster Homes, Inc.
1. Approve a contract with Koinonia Foster Homes, Inc. for Emergency and Traditional Foster Care in the amount of $2,477,710 for the period of July 1, 2021 to June 30, 2023 and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and to sign amendments not to exceed $100,000, consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.
D. Residential Mental Health Services | Umbrella Authorization with Multiple Providers
1. Authorize an umbrella agreement to provide intensive, specialized mental health services by an identified list of group home providers from July 1, 2021 through June 30, 2022, in a maximum aggregate amount not to exceed $1,500,000, approve the provider list, and authorize the Director of Health and Human Services to sign provider agreements with Risk Management and County Counsel concurrence, and sign subsequent amendments consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
2. Authorize the Director of Health and Human Services, or Designee, to amend the list of providers as long as any amendments are reflected in the FY 2022-23 list.
E. Microenterprise Home Kitchens Operations
1. Provide direction to staff on next steps for Microenterprise Home Kitchens MHKO throughout Placer County.

1. Introduce an Ordinance, waive oral reading, restating prior 2019 Board action to amend Placer County Code Chapter 13, Article 13.12, Sections 13.12.350(B), 13.12.350(D) and 13.12.350(I).

Adopt a Resolution of Intention to set a public hearing at 9:00 a.m., or as soon thereafter on June 8, 2021, to consider the annexation of all parcels consisting of 834 acres located within the boundaries of County Service Area 28, Zone of Benefit 6 – Sheridan Sewer, a total of 278 parcels, into the boundaries of Sewer Maintenance District 1.
29. REVENUE SHARING – In approving the following appropriations, the Placer County Board of Supervisors makes the finding that each and every approved contribution serves a public purpose by promoting the general welfare of the County and its inhabitants; therefore, the County benefits.

1. Approve appropriation of $400 in Revenue Sharing monies to the Auburn Host Lions Club as requested by Supervisor Holmes ($250) and Supervisor Gustafson ($150).

Any document submitted for consideration shall be submitted to the Clerk of the Board of Supervisors, 175 Fulweiler Avenue, Auburn, CA 95603 no later than 5:00 p.m. the day before the scheduled meeting. Any documentation submitted at any noticed videoconferencing site will become part of the official record, but will not be disseminated to the Board prior to the Board’s action. NOTE: An alternate location may be offered as a courtesy for a Board meeting but may be closed due to inclement weather or may not be available if technology fails.

The public’s participation in the Board of Supervisors meeting will be received through the following means:
· The board meeting room will be open to in-person attendance. The meeting room will be limited to just 25% of the room’s capacity and will require 6 feet of social distancing inside and outside chambers.
· The Board proceedings are available via Zoom and you may also participate in Public Comment by using the “raise hand” function https://www.placer.ca.gov/boslive
· You may call in to listen toll free at 877-853-5247 using the Webinar ID 961 2676 5544.
· Alternatively, citizens may submit their comments in written form at the following link: https://www.placer.ca.gov/FormCenter/Clerk-of-the-Board-29/Public-Comment-Submission-157.
· The public may always email comments to the Clerk of the Board [email protected] or mail the same through the U.S. Postal Service to the County, Attn: Clerk of the Board, 175 Fulweiler Avenue, Auburn, CA 95603.
· All written or emailed public comments received prior to 5 p.m. the day prior to the meeting will be provided to the Board members electronically or in written format.
· Emails received through the Clerk’s email address above during the meeting will still become part of the record for the Board meeting and retained by the Clerk.
· The public may always view a live video feed of the meeting online from the comfort/safety of their own home or workplace at www.placer.ca.gov . Closed captioning is available.
