1. Consider additional briefing and conclude the public hearing continued from July 27, 2021, on the appeal filed by Brett Williams (Agate Bay Realty) over the County hearing officer’s decision to uphold 33 individual citations of $500 (totaling $16,500) for renting 33 properties on a short-term basis without the benefit of a permit pursuant to Section 9.42.060(C)(5) of the Placer County Code.

A. Town of Loomis Law Enforcement Services Contract Amendment
1. Approve Amendment No. 6 to the contract between the Placer County Sheriff’s Office and the Town of Loomis to adjust the rate for law enforcement services to $1,907,280 for the July 1, 2021 to June 30, 2022 term. Revenue from this contract is included in the Sheriff’s Office FY 2021-22 Adopted Budget.
B. Five-Year Lease Purchase with Axon Enterprise, Inc. for Tasers
1. Authorize the Purchasing Manager to enter into a five-year lease purchase agreement with Axon Enterprise, Inc. for 170 Taser 7 units, and accessories, in the annual amount of $175,000 for a total five-year amount of $875,000.

A. 2021-2022 French Meadows Forest Restoration Project | Agreement with Markit! Forestry Management LLC
1. Approve the award of the 2021-2022 French Meadows Forest Restoration Project – 2021 Implementation contract to Markit! Forestry Management LLC in the amount of $767,932.00 and authorize the County Executive Officer, or designee, to execute the contract and to execute contract change orders up to $50,896.60 in accordance with the Public Contract Code, subject to County Counsel and Risk Management concurrence.
10. COMMUNITY DEVELOPMENT RESOURCE AGENCY
A. 2021 Redistricting Code Amendment for Timeline Relief and Update
1. Receive an update on the 2021 redistricting process and approve an updated 2021 redistricting process/timeline.
2. Introduce and waive oral reading of an Ordinance to enable Placer County Code, Chapter 1, Article 1.08, Sections 1.08.020 through 1.08.060 to be amended by resolution for purposes of updating the supervisorial district boundaries based upon the 2020 Census data delays.

A. Short-Term Crisis Residential Treatment Program | Agreement with Yolo Community Care Continuum
1. Approve an agreement with Yolo Community Care Continuum from September 1, 2021 through June 30, 2022 for the provision of Crisis Residential Services for a total contract amount not to exceed $1,494,675 and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and to sign subsequent amendments not to exceed $100,000, consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.
2. Approve the associated Lease Agreement between the County and Yolo Community Care Continuum from September 1, 2021, through June 30, 2022, with the option to extend annually and authorize the Director of Facilities Management, or designee, to execute the Lease Agreement with Risk Management and County Counsel concurrence.
1. Approve an agreement with North Valley Behavioral Health for psychiatric health services at their Yuba City locations in an amount not to exceed $2,100,000 from July 1, 2021, through June 30, 2023, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and to sign subsequent amendments not to exceed $100,000, consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
C. An Ordinance authorizing County of Placer to join Partnership HealthPlan of California Commission
1. Introduce and waive oral reading of an Ordinance authorizing the County of Placer to join Partnership HealthPlan of California Commission.
D. Community Mental Health Services Block Grant Supplemental Funding
1. Adopt a Resolution ratifying the submission to the California Department of Health Care Services application for:
a. The Crisis Care Mobile Units infrastructure through funding from the Behavioral Health Continuum Infrastructure Program in an amount not to exceed $375,000 for the period September 15, 2021 through June 30, 2025 and authorize the Director of Health and Human Services, or designee, to sign and submit the application and all resulting documentation including reports, agreements and certifications as required to accept the funds with Risk Management and County Counsel concurrence, and to sign any subsequent amendments, not to exceed $37,500, consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.
b. The Crisis Care Mobile Units direct services through funding from the Coronavirus Response and Relief Appropriations Act to support and expand behavioral health mobile crisis and non-crisis services in an amount not to exceed $125,000 for the period of September 15, 2021 through June 30, 2025, and authorize the Director of Health and Human Services, or designee, to sign and submit the application and all resulting documentation including reports, agreements and certifications as required to accept the funds with Risk Management and County Counsel concurrence, and to sign any subsequent amendments, not to exceed $12,500, consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.
c. The Crisis Care Mobile Units competitive grants for expansion of direct services and infrastructure in an amount not to exceed $3,500,000 for the period of September 15, 2021 through June 30, 2025 and authorize the Director of Health and Human Services, or designee, to sign and submit the application and all resulting documentation including reports, agreements and certifications as required to accept the funds with Risk Management and County Counsel concurrence, and to sign any subsequent amendments, not to exceed $100,000, consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.

A. Creation of the classification of Chief Assistant County Counsel
1. Introduce an Ordinance, waive oral reading, amending the un-codified Schedule of Classifications and Compensation Ordinance related to the creation of the new classification of Chief Assistant County Counsel.

2. Approve Budget Amendment AM-00546 for $550,000 from various south Placer Park Dedication Fee accounts to Capital Project No. PJ01833, Hidden Falls Regional Park Trails and Open Space Expansion Project, Twilight Ride Access and Parking/Trailhead Area phase.
4. Approve Budget Amendment AM-00548 to increase the FY 21/22 Parks Capital Budget Capital Project No. PJ01833 by $3,886,290.

A. Road Equipment Purchase | Riverview International Trucks LLC & Holt of West Sacramento, CA
1. Approve the award of negotiated purchase orders to Riverview International Trucks LLC of West Sacramento, CA utilizing State of California Contract No. 1-18-23-20 F and to Holt of California of Pleasant Grove, CA utilizing Sourcewell Contract #032119-CAT for the purchase of heavy equipment in the maximum aggregate amount of $1,206,866. Funding is provided by the Department of Public Works Road Maintenance Division in the FY 2021-22 Budget.
2. Authorize the Purchasing Manager to sign the resulting purchase orders and related documents.
1. Approve the award of negotiated purchase orders to the California Governor’s Office of Emergency Services 1122 Public Safety Procurement Program of Mather, CA utilizing the Governor’s CalOES 1122 Public Safety Procurement Program, and to Winner Chevrolet Inc. of Elk Grove, CA using State of California Contract No. 1-18-23-20 (D) for the purchase of various types of fleet vehicles in the maximum aggregate amount of $1,770,571 funded by revenue collected from replacement funds with no net County cost.
2. Authorize the Purchasing Manager to sign the resulting purchase orders and related documents as well as requests to purchase additional vehicles utilizing the aforementioned or better cooperative contracts within the current fiscal year, provided the requests are appropriately budgeted.

1. Approve and authorize the County Executive Officer, or designee, to execute an agreement with Raney Planning & Management, Inc. for preparation of an environmental impact report for the SNOW Sports Museum and Community Cultural Center at Squaw Valley Community Park, in the amount of $121,727, funded in the Tahoe Tourism and Promotions FY 2021-22 budget.

A. Increase Contract for Plumbing Supplies | Andersons Sierra Pipe Co. of Auburn, CA
1. Approve an increase to an existing contract with Andersons Sierra Pipe Co. of Auburn, CA for various plumbing supplies in the amount of $140,000 resulting in a revised maximum amount of $240,000 for the period through December 31, 2021.
2. Approve the option to renew the contract on a year-to-year basis for two (2) additional one-year terms in the maximum amount of $240,000 annually.
3. Authorize the Purchasing Manager to sign the resulting documents.
B. Lumber, Building Materials, Tools, and Miscellaneous Hardware | Multiple Firms
1. Approve the renewal of countywide agreements with Home Depot USA Inc. dba The Home Depot Pro of Atlanta GA, Pacific Coast Building Products Inc. of Rancho Cordova CA, and Auburn Hardware & Rental LLC dba Auburn Ace Hardware of Auburn, CA for Lumber, Building Materials, Tools, and Miscellaneous Hardware in the maximum aggregate amount of $270,000 for the period of October 1, 2021 to October 31, 2022.
2. Authorize the Purchasing Manager to sign all required documents, including change orders up to a cumulative maximum of $27,000, consistent with the Procurement Policy.
1. Approve the purchase of an annual license, maintenance, and hosting fee with Journal Technologies, Inc. of Logan, UT for the District Attorney’s eProsecutor case management software in the aggregate amount of $165,900 for the period of August 3, 2021, through August 2, 2022.
2. Approve the option to renew agreement’s software license and maintenance fee and hosting fee on a year-to-year basis for two additional one-year terms subject to a 5% annual increase and authorize the Purchasing Manager to sign all required documents subject to departmental concurrence and available funding.
D. Above Ground Fuel Storage Tank and Dispensing System | Air & Lube Systems Inc. of Sacramento CA
1. Approve the award of competitive Bid No. 20221 to Air & Lube Systems Inc. of Sacramento, CA for the purchase of an above ground fuel storage tank and dispensing system in the total amount of $123,323.

28. REVENUE SHARING – In approving the following appropriations, the Placer County Board of Supervisors makes the finding that each and every approved contribution serves a public purpose by promoting the general welfare of the County and its inhabitants; therefore, the County benefits.
A. Placer County Navy League Council
1. Approve appropriation of $600 in Revenue Sharing monies to Placer County Navy League Council of the United States, Auburn Area Veterans Day Parade as requested by Supervisor Holmes ($250), Supervisor Jones ($100) and Supervisor Gustafson ($250).
B. Roseville Joint Union High School District
1. Approve appropriation of $1,950 in Revenue Sharing monies to Roseville Joint Union High School District, Bill Santucci Memorial Golf Tournament as requested by Supervisor Gore ($500), Supervisor Weygandt ($250), Supervisor Jones ($1,000) and Supervisor Gustafson ($200).
C. Roseville Chamber of Commerce
1. Approve appropriation of $1200 in Revenue Sharing monies to Roseville Chamber of Commerce as requested by Supervisor Gore ($500), Supervisor Weygandt ($200) and Supervisor Jones ($500).
1. Approve appropriation of $950 in Revenue Sharing monies to support the Sierra Community House as requested by Supervisor Gore ($250), Supervisor Jones ($200) and Supervisor Gustafson ($500).
