1. Adopt a Resolution to approve the Purchase and Sale Agreement for the real property acquisition of the 1.68-acre parcel improved with a 73,181± square foot, four- story, 85-room hotel building located at 110 North Sunrise Avenue, Roseville CA, described as APN 013-213-001-000, (Property) from Roseville Hospitality, LLC for $16,700,000 anticipated to be funded entirely by California’s Project Homekey 2.0 Program and other state and federal funding sources, and authorize the Director of Facilities Management, or designee, to take all necessary actions to implement the PSA, and to assign rights to purchase the Property to the County’s selected housing operator, AMI Housing, Inc. (AMI Housing).

1. Approve the following subscription licensing agreements:
a. Authorize the Auditor-Controller to sign the Master Subscription Agreement extension with Workday, Inc. of Pleasanton, CA for licensing for Human Capital Management, Payroll, Time Tracking and Core Financials in a not to exceed amount of $5,449,295 for the term of March 1, 2022 to February 28, 2027.
b. Authorize the Auditor-Controller to sign the Master Subscription Agreement amendment with Workday, Inc. of Pleasanton, CA for licensing for Prism Analytics in a not to exceed amount of $413,637 for the term January 23, 2022 to February 22, 2027.

A. Double S Ranch Property | Annexation to County Service Area 28, Zone of Benefit 173 – Dry Creek
1. Conduct a Public Hearing to hear and consider protests, if any, to the annexation of the Double S Ranch property, located south of Vineyard Road and east of Cook Riolo Road in West Placer (APN 474-080-001-000), into the boundaries of County Service Area 28, Zone of Benefit 173 – Dry Creek to provide sewer service.
2. Determine whether written protests to the annexation have been received from a majority of property owners who own more than 50 percent of the assessed value of all taxable property in the proposed zone. If not, make a finding that written protests have not been received from a majority of property owners who own more than 50 percent of the assessed value of all taxable property in the proposed zone, and approve the annexation.
3. Adopt a Resolution annexing the Double S Ranch property, APN 474-080-001-000, into County Service Area 28, Zone of Benefit 173 - Dry Creek.

1. Conduct a Public Hearing to consider public testimony on the North American Subbasin Groundwater Sustainability Plan for approval of the following:
a. Find that the proposed action is exempt from the California Environmental Quality Act pursuant to California Water Code 10728.6.
b. Adopt a Resolution approving the North American Subbasin Groundwater Sustainability Plan and authorize Sacramento Groundwater Authority as Plan Manager to submit the Plan to the California Department of Water Resources.
c. Adopt a Resolution approving a Memorandum of Agreement to cooperate and fund GSP implementation activities and authorize the Director of Public Works, or designee, to execute the Agreement.

B. Markham Ravine Ranch In Lieu Fee Project | Consulting Services Agreement Amendment #1 with Westervelt Ecological Services, LLC
1. Approve the first amendment to the contract with Westervelt Ecological Services, LLC to increase the cost by $442,158.04, resulting in the total new contract amount of $8,309,589.04.
12. HEALTH AND HUMAN SERVICES
A. Process Server Services | Agreement with Placer County Process Service of Auburn, CA
1. Approve an agreement with Placer County Process Service of Auburn, CA for process server services in the amount of $732,000 for the period of January 1, 2022 through December 31, 2024, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence, and to sign subsequent amendments up to $73,200 consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
2. Approve the option to extend the agreement for two two-year terms through December 31, 2028 in a two year amount of $488,000 and authorize the Director of Health and Human Services to execute the agreements with Risk Management and County Counsel concurrence, and to sign subsequent amendments up to $48,800 consistent with the agreement’s subject matter and scope of work with Risk Management and County Counsel concurrence.
13. HUMAN RESOURCES
A. Updates to the Uncodified Schedule of Classifications and Compensation Ordinance
1. Introduce an Ordinance, waive oral reading, to amend the uncodified Schedule of Classifications and Compensation Ordinance to:
a. Create the new classifications of Supervising Deputy Probation Officer, Chief Information Security Officer, Eligibility Specialist – Trainee, Budget Administrator, and Legislative & Governmental Affairs Coordinator.
b. Retitle the Director of Economic Development and District Aide Contract.
c. Abolish the classifications of Supervising Deputy Probation Officer – Institution and Supervising Deputy Probation Officer – Field.
B. Adjustment to Salary Grades U10, U11, and U12 to Comply with California Minimum Wage
1. Introduce an Ordinance, waive oral reading, amending the un-codified Schedule of Classifications and Compensation Ordinance to comply with California State minimum wage law for calendar year 2022.
14. INFORMATION TECHNOLOGY
A. Network Core Upgrade and Modernization
1. Authorize the purchase of network hardware from ePlus Technology Inc. of Los Angeles, CA (ePlus) in the amount of $802,476.
2. Approve Budget Amendment #AM-00588 to increase appropriations by $802,476 in the Information Technology Department budget, utilizing reserves for Capital Assets for purchase of the network hardware.
3. Approve a contract amendment in the amount of $400,000 to SCN103496 with ePlus for Network and Security Firewall Implementation Services in a not to exceed amount of $500,000 and extend the term to Dec 31, 2024.
4. Authorize change orders not to exceed an aggregate amount of $100,000, consistent with the Placer County Procurement Policy.
5. Authorize the Purchasing Manager to sign all required documents.
15. PROCUREMENT
A. Countywide Temporary Staffing | Cathyjon Enterprises, Inc. dba HB Staffing of Citrus Heights, CA
1. Approve an increase and extension to an agreement with SearchPros Staffing of Citrus Heights, CA for Countywide Temporary Staffing Services in the amount of $200,000 for a new total of $1,750,000 through January 31, 2022.
2. Approve the award of competitive Request for Proposals No. 20238 for Countywide Temporary Staffing Services to Cathyjon Enterprises, Inc. dba HB Staffing of Huntington Beach, CA in the maximum amount of $2,500,000 for the period of February 1, 2022 through December 31, 2022.
3. Approve the option to renew the resulting contract with Cathyjon Enterprises, Inc. dba HB Staffing for two (2) additional one-year periods in the maximum amount of $2,500,000 annually.
4. Authorize the Purchasing Manager to sign all required documents subject to departmental concurrence and available funding.
B. Mobile Explosive Ordnance Detail Vehicle Purchase | Wisconsin LDV Inc. of Burlington, WI
1. Approve the award of negotiated purchase order to Wisconsin LDV Inc. of Burlington, WI utilizing HGACBuy Cooperative Contract No. AM10-20 for the purchase of a mobile explosive ordnance detail vehicle in the maximum amount of $400,777.
2. Authorize the Purchasing Manager to sign the resulting purchase orders and related documents.
1. Approve an amendment to an agreement with Deckard Technologies Inc. of San Diego, CA to add Short Term Rental and Transient Occupancy Tax application services in the amount of $49,200 for a revised total of $270,880 effective through December 31, 2022.
2. Approve the option to renew the amended agreement for three (3) additional one-year periods with pricing for each additional year not to exceed a 3 percent increase annually, subject to departmental concurrence and available funding.
3. Authorize the Purchasing Manager to sign all required documents.

A. Alta Fire Protection District Fire Services Agreement
1. Approve an agreement to provide fire protection, rescue and medical emergency services to the Alta Fire Protection District service area commencing on January 1, 2022, through June 30, 2024, and authorize the Chair to execute the same.

1. Adopt an Ordinance, introduced on December 14, 2021, amending Chapter 2, Article 2.112, Section 2.112.060 of the Placer County Code to remove the daily limit for compensable committee or subcommittee meeting attendance for the Placer County Grand Jurors.

24. FACILITIES MANAGEMENT

Approve a Change Order to the existing Contract with Dewberry Engineering, Inc., Capital Project No. PJ00955 PCGC Infrastructure - Water, Sewer, and Stormwater Improvements, for Civil Engineering services at the Placer County Government Center, located in North Auburn, in an amount not to exceed $49,637 for a revised contract amount of $308,637.
1. Approve a temporary 50% rent reduction of monthly rent from $1,513.46 to $756.73 for the Foothill Center for Spiritual Living for December 2021 and January 2022 due to adjacent construction impacts to tenant and authorize the Director of Facilities Management, or designee, to extend the rent reduction for no more than three additional months if impacts extend beyond December 31, 2021.

Authorize the Director of Facilities Management, or designee, to negotiate and execute Lease Amendment No.1 with Nancy Strom and Gavin Miller to continue the Department of Public Works’ Road Maintenance Division’s snow crew lodging at 139 Marlette Drive in Tahoe City, CA for three additional snow seasons, from December 1st through April 30th each year, beginning with the 2022-2023 season with initial monthly rent at $3,600 and 2% annual increases for two subsequent seasons.
25. HEALTH AND HUMAN SERVICES
A. Participation Agreement with California Mental Health Services Authority
1. Approve the Participation Agreement with California Mental Health Services Authority (CalMHSA) to allow CalMHSA to act as the Fiscal and Administration agent for Placer County’s participation in the Central Regional Partnership - Office of Statewide Health Planning and Development Workforce Education and Training Statewide Grant Program from September 15, 2020 through June 30, 2026, in a maximum amount not to exceed $427,907.48, and authorize the Director of Health and Human Services to sign the agreement with Risk Management and County Counsel concurrence and to sign subsequent amendments not to exceed $42,790 consistent with the subject matter and scope of work with Risk Management and County Counsel concurrence.
26. PARKS AND OPEN SPACE
A. Contract Extension North Tahoe PUD and Tahoe City PUD Landscape, Beach and Transit Center
1. Approve the extension of Landscape, Park and Beach Maintenance Services Agreement No. SCN104087 with North Tahoe Public Utility District for the period of January 1, 2022 through March 31, 2022 in an amount not to exceed $34,351, resulting in a new maximum amount of $103,052 for FY2021-22.
2. Approve the extension of Landscape, Park and Beach Maintenance Services Agreement No. SCN104088 with Tahoe City Public Utility District for the period of January 1, 2022 through March 31, 2022 in an amount not to exceed $43,449, resulting in a new maximum amount of $130,348 for FY2021-22.
3. Approve the extension of Tahoe Transit Center Maintenance Services Agreement No. SCN104154 with Tahoe City Public Utility District for the period of January 1, 2022 through March 31, 2022 in an amount not to exceed $9,064, resulting in a new maximum amount of $27,191 for FY 2021-22.
4. Authorize the County Purchasing Manager or designee, to sign all required documents related to the above referenced Agreements, and to execute any additional amendments to the Agreements in amounts not to exceed $25,000 per agreement.
27. PROCUREMENT - In accordance with County Policy, non-contested competitively awarded bids under $400,000 are placed on the Consent Agenda.
A. Wastewater, Water/Recycled Water and Landfill Systems Consulting Services | Various Firms
1. Approve the Qualified List based on the competitive Request for Qualifications No. 20207 for professional consulting services for wastewater, water/recycled water and landfill systems to be provided as needed for the period of January 11, 2022, to December 31, 2024.
2. Approve option to renew the resulting Qualified List on a year-to-year basis for two (2) additional one-year terms.
3. Authorize the Purchasing Manager to sign all required documents.
1. Approve the renewal of a competitively awarded contract to Pacific Secured Equities Inc. dba Intercare Holdings Insurance Services Inc. of Rocklin, CA for Workers' Compensation Insurance Claims Services for the Department of Human Resources in the maximum amount of $337,133 for the period of January 1, 2022 to December 31, 2022.
2. Authorize the Purchasing Manager to sign all required documents.
C. Laboratory Supplies and Testing Services | Redwood Toxicology Laboratory Inc. of Santa Rosa, CA
1. Approve an increase to an agreement with Redwood Toxicology Laboratory Inc. of Santa Rosa, CA for the purchase of laboratory supplies and testing services for controlled substances through December 31, 2021 in the amount of $20,000 for a new total of $120,000.
2. Approve the renewal of the agreement for the period of January 1, 2022 through December 31, 2022 in the maximum amount of $120,000.
3. Authorize the Purchasing Manager to sign all required documents subject to departmental concurrence and available funding.

B. Middle Fork Project Hydroelectric | Consultant Services Agreement with Energy Analytics
1. Authorize the County Executive Officer, or designee, to execute a Consultant Services Agreement with Energy Analytics for Middle Fork Project Hydroelectric energy consulting in an amount not to exceed $100,000.
C. Truck Bed Purchase | Budget Amendment
1. Approve a FY 2021-22 Budget Amendment in the amount of $11,094 to increase the FY 2021-22 Environmental Utilities Budget (AM-00585) to purchase a Knapheide Service Body with appurtenances for a 2016 2500 Chevrolet Pick-up Truck, vehicle number 16728. There are sufficient reserves in the Environmental Utilities Budget to cover the additional expenditure.
2. Approve the purchase of a Knapheide Service Body with appurtenances for a 2016 2500 Chevrolet Pick-up Truck from Ultra Truck Works, Inc. of Sacramento, CA in the maximum amount of $11,094.
3. Authorize the Purchasing Manager to sign all required purchasing documents.
D. Acknowledgement of Payment and Release of Lien | Hill Top Hospitality, LLC
1. Approve and authorize acknowledgement of payment and release of lien regarding Assessor Parcel Number 053-103-055-000 and authorize the Director of Public Works, or designee, to execute all documentation necessary to release the lien.
29. REVENUE SHARING – In approving the following appropriations, the Placer County Board of Supervisors makes the finding that each and every approved contribution serves a public purpose by promoting the general welfare of the County and its inhabitants; therefore, the County benefits.
1. Approve appropriation of $1,500 in Revenue Sharing monies to Auburn Chamber of Commerce as requested by Supervisor Holmes ($500), Supervisor Jones ($500) and Supervisor Gustafson ($500).

B. Temporary borrowing of Treasury funds for Dry Period Financing
1. Approve the temporary borrowing of Treasury funds for FY 2021-22 by the Colfax Elementary School District ($600,000) as prescribed by the California State Constitution.
C. Temporary borrowing of Treasury funds for Dry Period Financing
1. Approve the temporary borrowing of Treasury funds for FY 2021-22 by the Colfax Cemetery District ($154,000) as prescribed by the California State Constitution.
D. Delegation of Authority to Invest
1. Adopt a Resolution renewing the delegation of authority to invest certain funds under the control of the Board of Supervisors to the Treasurer for the 2022 calendar year.
